地方经济竞跑 重庆露“冠军相”

1月20日，重庆市统计局和国家统计局重庆调查总队发布了2014年重庆市经济发展数据。初步核算，2014年重庆全市实现地区生产总值(GDP)14265.40亿元，同比增长10.9%，较全国高3.5个百分点。

电子、汽车两大产业支撑

上述数据使重庆有望成为新的全国增长冠军。此前天津保持了4年GDP增速全国第一，重庆只有2011年和天津并列第一，其他年份屈居第二。

2014年前三季度，全国31个省份，GDP中两位数增长的只有重庆、贵州、西藏和天津，分别增长了10.8%、10.7%、10.7%和10%。

2014年初的天津“两会”上，天津GDP增速确定的目标是11%，去年前三季度天津GDP增长10%，能否在第四季度迎头赶上、实现目标?天津的答卷还没交上，目前不得而知。

电子制造业、汽车产业两大支柱产业支撑了重庆快速增长。重庆市政府副秘书长张智奎在发布会上介绍，重庆形成了“5+6+860”全球最大电子信息产业集群和“1+10+1000”国内最大汽车产业集群，产值占全市工业比重提高到40%以上，对工业增长贡献率达55%。

近年来，重庆抓住产业转移的机遇，强力招商引资，尤其是在电子信息产业方面，形成了以惠普、宏碁、华硕、东芝、思科5家品牌企业，以及富士康、广达、英业达、和硕、仁宝、纬创6家代工企业和860家零部件企业组成的产业集群。

重庆还打破了汽车企业“割据”的格局，在本土企业长安之外，引进10家国内外知名的汽车制造商和1000个零部件厂。去年重庆生产汽车260万辆，成为全国第一大汽车城。其中，187万辆由长安集团制造，其他的品牌商生产了80万辆。

另外，重庆2014年完成固定资产投资13223.75亿元，同比增长18.0%。分产业看，第一产业投资486.91亿元，增长10.3%；第二产业投资4167.87亿元，增长17.9%，其中工业投资4163.91亿元，增长18.0%；第三产业投资8568.97亿元，增长18.5%。

重庆市市长黄奇帆近日在民营企业家座谈会上表示，“最有意义的还不是投资规模大，而是1.3万亿元里边1/3投资在工业里，这个很重要，25%投在房地产，25%是政府主导的房地产基础设施，剩下的百分之十几是杂七杂八的，农村的投资、服务业的投资以及教育、卫生、文化各行各业的投资。”

“一般工业投资1块钱产出1块多钱，有4000多亿元投在工业里，意味着今后一年会有4000多亿元工业增长。”黄奇帆称，“2014年我们(工业总产值)跨过2万亿元，可能到2017年就跨过3万亿元。我们有一个判断，到2020年工业到4.5万亿元，比现在翻一番多。”

与此同时，重庆经济外向度提高。2014年，全市实现进出口总值954.5亿美元，同比增长39.0%，高出全国35.6个百分点。其中，出口总额634.1亿美元，增长35.5%；进口总额320.4亿美元，增长46.3%，增速分别高出全国29.4和45.9个百分点。

不过，随着宏观经济增大进一步趋缓，重庆也受到影响。黄奇帆在最近的一次会议上也表示，重庆传统工业运行还是困难的，去年四季度重庆工业经济运行的五种指标——工业增加值、工业利润、耗电量、运输量和进出口都是逐月下降，可能还将持续到今年一季度。

在1月18日召开的重庆市人大会议上，黄奇帆表示，经济下行压力依然较大，项目引进竞争加剧，消费热点不多，外需增长遭遇外部压力；实体经济面临不少困难，工业品出厂价格下降，融资和劳动力成本上升，民营经济和小微企业发展瓶颈亟待突破，做大总量与调优结构对产业发展形成双重压力。在政府工作报告中，重庆将今年的增长目标调低到10%左右。

Chongqing Showing its "Champion" Face in Local Economy Challenge

On January 20,the Chongqing Statistic Bureau and NBS Survey Office in Chongqing released Chongqing economic growth data of 2014.Preliminarily account that in 2014 Chongqing achieved gross domestic product (GDP) of 1,426,540,000,000 Yuan,increased by 10.9%,3.5% higher than the national.

Electronic manufacturing and automotive industry of 2 pillar industries are supporting the rapid growth of Chongqing.Deputy Secretary-General of Chongqing Government,Mr.Zhang Zhikui presented at the press conference,that Chongqing has formed "5+6+860" the world's largest electronics and information industrial cluster and "1+10+1000" the largest automobile industry cluster,output value of the city's industrial increased to 40% or more,contribution rate to industrial growth was 55%.

In addition,Chongqing completed 1,322,375,000,000 Yuan of investment in fixed assets in 2014,an increase of 18%.By industry,48.691 billion yuan investment in primary industry,an increase of 10.3%;Investment in secondary industry 416.787 billion Yuan,an increase of 17.9%,of which the industry invested 416.391 billion Yuan,an increase of 18%;Investment in tertiary industry 856.897 billion Yuan,an increase of 18.5%.

Meanwhile,the export-oriented degree of Chongqing economy has been increased.In 2014,the city's import and export value was $ 95.45 billion,an increase of 39%,35.6% higher than the national.Of which the total exports was US $ 63.41 billion,an increase of 35.5%;Imports $ 32.04 billion,an increase of 46.3%,respectively 29.4 and 45.9% higher than the national growth.

However,as the economy has been slowed further,Chongqing has been affected without exception,are affected.Mayor Huang Qifan also said at a recent meeting that Chongqing's traditional industry runs still difficultly,the forth quarter of last year the five indicators of Chongqing economical operation - industrial added-value,Industrial Profit,power consumption,transportation and import and export,have been fallen every month which may also be extended to the first quarter of this year.

Huang Qifan said at the Chongqing Municipal People's Congress meeting that was held on January 18th,downward pressures on the economy are still high,competition of projects to introduce is still high,and the external demand growth suffered external pressures;The real economy is facing many difficulties,ex-factory price of industrial products decreased while the financing and labor costs are rising,the private economy,small and micro-enterprises need to overcome the development bottlenecks,double pressures coming from increasing gross amount and adjusting structures on industrial development.In the government work report Chongqing lowered its growth target for this year to about 10%.
