北部湾经济区交通同城化:新元素,新格局

北部湾经济区的城际高铁把区域之间分散的城市“网”成一个紧密的整体,强化了城市群之间的联系与分工,增强了城市之间的配套能力,促使整个区域的产业升级和转型;公共交通一卡通的便捷交通则为经济区居民住、行、工作观念带来深刻变化,引发北部湾经济区交通同城化的发展新格局;“互联网+”则将给北部湾经济区交通运输行业带来各方面全新的改变;中国—东盟信息港建设与北部湾经济区交通同城化建设也正在相互影响促进,相得益彰。

公共交通一卡通引发新格局

2014年7月2日,《广西北部湾经济区四市同城化交通实施方案》(简称《方案》)经广西壮族自治区人民政府同意,印发实施。按照《方案》,广西在2015年实现南宁与北海、防城港、钦州之间城际快速交通网络的构建,并加快建设统一规范、互联互通的交通IC卡平台,力争在2017年实现四市公共交通一卡通。

中国广西壮族自治区交通运输厅综合运输管理处副处长陆正业向本刊记者介绍,在北部湾经济区的南宁、北海、防城港、钦州范围内,实现交通一卡通互联互通,旨在为广大人民群众提供更安全、更便捷、更高效的交通运输服务。

据陆正业透露,争取在2015年底成立广西交通一卡通工作领导小组,协调推进相关工作。目前项目资金预算、交通一卡通公司组建工作已经在紧锣密鼓地进行,2016年底前,广西区级交通一卡通平台将建成,2017年将完成北部湾经济区四市市域范围内公交、地铁、出租车交通一卡通互联互通。

以城市公交为切入点的交通一卡通建设,决定了城市公交业务将是交通一卡通的主要业务,因此广西交通一卡通建设从城市公交服务开始推行。

“互联网+”便捷交通

“互联网+”日渐成为潮流,“互联网+”既是一种互联的信息资源,也是一种互联的信息处理能力。“互联网+”会给北部湾经济交通运输带来怎样的有利改变?

“通过对交通运输基础设施、载运工具、运行信息等互联网化,推动互联网与交通运输领域的深度融合,可以显著提高交通运输资源利用效率,以及管理和服务水平。”中国广西壮族自治区交通运输厅科教处副处长韦扬介绍说,实施“互联网+”战略,将会给北部湾经济区交通运输行业带来以下几个方面的改变:

一是提升交通运输服务品质。“互联网+”的服务可推动交通运输主管部门和企业服务性信息资源的开放和综合利用,为社会公众提供实时交通运行状态查询、出行路线规划、电子收费、网上购票、智能停车、车辆维修保养等在线服务。

二是提高交通运输监测预警和应急处置能力。利用物联网、移动互联网等技术,加强交通运输网络关键设施运行状态与通行信息的采集、处理,提高交通运输要素资源的在线化水平,形成更加完善的交通运输感知体系和应急处置体系,提高监测预警以及组织调度的智能化水平,实现可视、可测和应急处置有力。

三是增强交通运输科学治理能力。

“互联网+”为优化交通运输设施规划与建设、安全运行控制、交通运输管理决策提供支撑。加快推进交通运输综合执法系统建设,利用互联网加强对交通运输违章违规行为的智能化监管,不断提高交通运输治理能力。

信息港与交通同城化相互推进

随着近年来中国与东盟各国的经济交流日益密切,建设中国—东盟信息港即将成为新的中国—东盟经济交流增长点。由于北部湾经济区处于中国与东盟贸易往来的关键位置,因此中国—东盟信息港的落地将对北部湾经济区交通同城化带来积极影响。

韦扬介绍道,中国一东盟信息港是依托中国与东盟已有的合作交流机制,运用互联网思维创新方式方法,以国际通行规则和商业原则整体运作,构建和平、安全、开放、合作的网络空间共同体,推动中国与东盟各国开展互联网业务的全方位多领域合作与交流。

“建设中国—东盟港口物流信息平台工作,这是一项复杂、庞大的系统工程,目前我们已经开展项目建设的前期工作。”韦扬说,这其中就有:根据中国—东盟各国各地区的特点,开展港口信息化情况普查;以各港口的实际需求,依托部属科研院所开展中国—东盟港口信息互联共享工程建设的咨询和培训。结合中国—东盟港口信息互联共享工程建设,联合宁波、上海、招商国际三个市场主体与第一期开通航线的东盟国家、地区推广国产TOS(集装箱码头作业)系统等等。

广西北部湾经济区是中国面向东盟开放合作的重点地区,中国—东盟信息港的建设,既服务于北部湾经济区,也面向东盟,发挥北部湾经济区的最大潜力,使北部湾经济区中的城市能够发挥自身城市区位优势的同时,促进区域物流领域的协同合作,更好地服务于中国与东盟开发合作,推动北部湾经济区同城化的发展。

Urban Transportation Integration:A New Element and Pattern in the BGEZ

T he high-speed rail has closely connected cities together in the Beibu Gulf Economic Zone (BGEZ),cemented the link and division of labor between city clusters,improved their supporting capacity and facilitated industrial upgrading and reforming in the region.The integration of transportation card has brought local people profound changes and formed a new development pattern of urban transportation integration.Meanwhile,“Internet Plus” has transformed traffic industry into a brandnew look.The synchronous construction of China-ASEAN Information Harbor and urban transportation integration in BGEZ have complemented and promoted each other as well.

Integration of Transportation Card Created a New Pattern

On 2 July,2014,the People’s Government of Guangxi Zhuang Autonomous Region approved the Implementation Plan on Urban Transportation Integration of the Four Cities in Guangxi Beibu Gulf Economic Zone (short for the Plan).The Plan aims to set up the intercity rapid transit network linking Nanning,Beihai,Qinzhou and Fangchenggang,accelerate the construction of IC card platform and achieve the integration of transportation card within the four cities by 2017.

Lu Zhengye,Deputy Director of Comprehensive Transport Management Office at Department of Transport of Guangxi Zhuang Autonomous Region introduced that the integration of transportation card is designed to provide people with more secure,convenient and effi cient transportation services.

He revealed that a leading group on integration of transportation card would be established at the end of 2015,a provincial-level IC card platform would be completed by the end of 2016 and the integration of transportation card involving bus,metro and taxi within the BGEZ is expected to be fulfilled in 2017 with urban public transport as its starting point.

“Internet Plus” Brings Us Convenient Traffic Network

The increasingly influential “Internet Plus” is a kind of interconnected information resource,and has the ability to handle the information processing.What positive changes will it bring to us?“The transportation infrastructure,vehicles and operation information are increasingly delivered over the Internet.This could dramatically improve the efficiency in utilizing transportation resources,as well as promote our management and service level,” said Wei Yang,Deputy Director of Science and Education Office at Department of Transport of Guangxi Zhuang Autonomous Region.He pointed out that “Internet Plus” would bring some changes in several aspects as follows:Firstly,it will enhance transport service quality.By virtue of “Internet Plus”,the public could enjoy city’s up-to-date transit information and online services like real-time traffi c status,travel route guide,electronic toll collection,online ticketing,smart parking and vehicle maintenance,etc.

Secondly,it will strengthen the capability of monitoring,early warning and emergency management.Technologies like Internet of Things and Mobile Internet help improve runtime performance of transportation network,advance traffic information gathering and processing,benefit transportation element resources online,set up a complete transportation perception and emergency disposal system,generate new level of intelligence that can monitor and forecast,and realize the visual and measurable functions.

Thirdly,it will help better control the transportation.“Internet Plus”serves as a strong supporter for the optimization of transportation facilities planning and construction,safe operation control as well as decisionmaking on transportation management.Comprehensive law enforcement system for transportation needs to be upgraded and management competence should be improved by utilizing the Internet- based supervision.

Interactive Relations between Information Harbor and Urban Transportation Integration

The frequent economic exchanges between China and ASEAN as well as the strategic location where the BGEZ situates make BGEZ-based China-ASEAN Information Harbor a new growth point,and positively affect the urban transportation in the zone.

According to Wei Yang,relying on existing cooperation mechanisms and innovative ways of thinking,abiding by international rules and business principles,China-ASEAN Information Harbor aims to set up a network space community which is peaceful,secure,open and cooperative,thus to further strengthen all-round exchanges and cooperation between China and ASEAN in various areas.

“It is a complicated and big job for us to establish China-ASEAN Information Harbor.A significant amount of preparatory work has already been done,” said Wei Yang.Such work includes survey on port information construction in China and ASEAN countries,consulting and training on port information construction projects,and promotion of domestically-made terminal operating system.

The BGEZ is an important ASEAN-oriented area in China,which makes BGEZ-based China-ASEAN Information Harbor geared to ASEAN as well.The Harbor will fully utilize BGEZ’s potential and advantageous location,facilitate logistics cooperation in the region,better serve the development and cooperation between China and ASEAN and expedite the urban integration in BGEZ.
