The study of the feasible policies of Chinese, Japanese and South Korean cultural identity

【Abstract】As is known to all,there are lots of obstacles in the all-round cooperation of China,Japan and South Korea. Some scholars have pointed out that the big problem is the lack of cultural identity or a cultural community in East Asia.In this paper, the feasible policies of cultural identity of the three countries will be analysed from several aspects.

1. Cultivation of the value system catering to the needs of China, Japan and South Korea

To cultivate regional and cultural identity in the various ethnic cultures, we must establish the object recognized by the countries of the region, that is, the contents and objectives of regional and cultural identity. Obviously, the contents and objectives of the regional and cultural identity should be a social culture. It should reflect the content of different ethnic cultures, and form the basis of the core values and customs of different ethnic cultures. And it should be the core value of regional culture, with the common identity of all ethnic groups in the region. In terms of content, cross cultural identity should include three countries' awareness and the concept of common interests of the region; it should also include cooperation concepts of interdependence and equal dialogue; moreover, it should include the concept of institutional and legal concepts.

2. There are numerous universities and research institutions of China, Japan and South Korea that have signed contracts of cooperation. Nevertheless, the present scale and pattern of cooperation still cannot assume the responsibility of cultural identity. There is a problem in better understanding of the culture. In this respect, the College of Europe set a good example. It is an institution for cultivation of international civil servants, supporting European integration. It played an important role in the process of European unity. The similar scheme could be made among China, Japan and South Korea to establish joint culture institutes or universities, explore the culture value based on mutual trust and cultural similarities, so that the talent cultivating mechanism of the three countries could be established.

3. To promote education on East Asian culture in primary and middle schools

Cultural identity should be geared to the needs of all people. Especially the children need to improve their understanding of neighboring counties to promote cultural identity. The compulsory education of the three countries are wide spread and well carried out. To promote education on East Asian culture in primary and middle schools will undoubtedly exert great influence. It is difficult to be realized, especially in China. At present, the education in China is still exam-oriented, so courses that are considered to have little to do with college entrance rate are not valued or even ignored by the schools.

4. To adjust the countrys cultural diplomacy strategy

There should be more cooperation and less confrontation, and more humanistic consideration and less political factors in cultural diplomacy. It is understandable if cultural diplomacy is purely for the sake of improving the countrys image and influence. However, if the goal is to achieve political purposes through the output of value and realize the cultural strategy, it is bound to arouse protests from other countries and in turn cause frictions.

There is a practical and urgent need to introduce the Chinese culture in all aspects to Japan, South Korea, and the whole world. In this regard, Japan and South Korea have very advanced experience. In order to develop and enrich the cultural undertakings, China should comply with the development of modern time, with the combination of traditional culture and modern innovation as the starting point. China should absorb and accept other excellent cultures with a positive attitude and tolerance.
