Military shipbuilding industry is a strategic industry involving national defense security and an effective carrier of military and civilian integration, shouldering the glorious mission of building a prosperous country and a powerful army. Considering the responsibility and mission of supporting the State strategy and guiding industrial development as a central enterprise engaged in military shipbuilding, CSSC will carry out the military and civilian integration concept and requirement throughout the process of building domestic leading and world first class innovative marine equipment group and realize the deep development pattern of total-factor, multi-field and high-efficiency military-civilian integration.

Military-civilian integration deep development is an important engine of building an ocean power. In the new century, the strategic position of ocean in the globe is getting prominent, main coastal countries have listed maintaining respective country's maritime rights and interests, developing maritime economy and protecting marine environment among respective country's major development strategies. Building an ocean power is a complicated system engineering, equipment must go ahead, ocean equipment must serve as material and technical support for cognizing ocean, utilizing ocean, protecting ocean and controlling ocean.

Military-civilian integration deep development is an inevitable requirement for promoting supply side structural reform of the shipbuilding industry. At present, global economy recovery is sluggish, while Chinese economy has entered new normal of growth gear shift, structural adjustment and power conversion. Surplus situations of international shipping, shipbuilding and crude oil markets are grave, and world shipbuilding and shipping markets are in long-cycle continuous deep adjustment. Chinese shipbuilding industry faces substantial demand decline, low-end capacity surplus and high-end supply insufficiency amidst challenges of predicament and dangerous situations. Taking the military-civilian integration deep development path contains new power to boost the supply side structural reform for the Chinese shipbuilding industry.
