Abstract: In the background of the protection of Yangtze River, realizing high-efficient development of green ecology should be taken as part of the high-quality development of the Yangtze River Economic Belt.Therefore, focusing on the evaluation and improvement of hydropower energy efficiency in Yangtze River and comprehensively considering social, economic and environmental factors, an input-output index system is established.Based on the hydropower-related panel data of the various provinces along Yangtze River Economic Belt from 2008 to 2017, the DEA method is used to evaluate the hydropower energy efficiency of each region.The results show that the hydropower energy efficiency of Yangtze River Economic Belt is at high level as a whole, and Jiangsu Province and Hubei Province are the “benchmarking” regions.The index efficient score of the urban agglomeration in the middle and upper reaches of Yangtze River is generally high.Different provinces have different energy efficiency improvement directions, that is, Jiangsu Province and Zhejiang Province should reduce the investment in human capital, while Anhui Province and Jiangxi Province should increase the equipment utilization hours of the installed hydropower, and Chongqing Municipality and Guizhou Province firstly should develop local economy with high quality and improve the rate of return of the fixed asset investment.Some suggestions are put forward: development of hydropower with high quality, rigid constraint of water resources, establishment of green hydropower certification system, improvement of investment subsidy system, optimization of the balance between supply and demand, and training of high-level talents.

Abstract: During the key stage of winning the decisive well-off society, it is crucial to maintain and strengthen the strategic willpower of ecological civilization construction.Based on the pressure-state-response(PSR)model, an evaluation index for the strategic will power of ecological civilization construction is established, including 17 indices and 3 subsystems, that is, pressure of ecological protection, state and capacity of ecological civilization construction.The strategic willpower of ecological civilization construction and the coupling coordination degrees of ecological civilization strategy in 2017 are empirically evaluated in 30 sample cities in China by using the main component analysis method.Based on the evaluation results, the regional differences of the strategic willpower of ecological civilization construction in the major cities of China are analyzed, and some countermeasures are put forward to further maintain and strengthen the strategic willpower of ecological civilization construction.

Abstract: From the perspective of economic development, environmental protection and social progress, the evaluation index set of urban green development is preliminary selected.A scientific and comprehensive index system for the urban green development level is established by using the methods ofR-cluster and coefficient of variation and quantitatively selecting the index set.The central concept of the social network analysis method is used to establish the evaluation model, and the level of green development in the major cities along Yangtze River Economic Belt in 2016 and the individual strength in various fields are analyzed.The results show that there are great regional differences in the green development of cities along Yangtze River Economic Belt.The comparative analysis is carried out from three dimensions of general evaluation, gradient distribution and spatial distribution, and the characteristics of each city are distinct.Finally, some policy suggestions are put forward.

Abstract: According to the planning and construction of industry mode in the newly reclaimed coastal district of Tiaozini of Jiangsu Province, the benefits of the traditional agriculture mode and the ecological agricultural industry mode in coastal reclamation areas are discussed from the aspects of direct economic benefits, cost of environmental pollution and ecological benefits.The results show that under the same land utilization scale, compared with those of the traditional agriculture mode, the direct economic, ecological and comprehensive benefits of the ecological industry mode increase by 1.37, 1.65 and 2.05 times, respectively.Meanwhile, the cost of the environmental pollution decreases by 100%.By replacing the traditional agriculture mode by the ecological industry mode, the direct economic and ecological benefits of the coastal reclamation areas are significantly improved.This study may provide important theoretical and practical references for the transition of the traditional agricultural industry mode and the ecological construction in the coastal reclamation areas.

Abstract: Based on the methods for enterprise performance evaluation, the starting point, research hypothesis, research principle and design of the content frame of the performance evaluation mechanism of the river chief system are analyzed through the logic demonstration.The theoretical framework of the performance evaluation of the river chief system is established.It is pointed out that the performance evaluation mechanism of the river chief system is a set of responsibility decomposition and implementation for the performance evaluation of the river chiefs.It may provide an evaluation method for maintaining the healthy life of rivers and lakes and realizing their sustainable use, and the relevant system guarantee for the river chief system.

Abstract: It is the crucial direction of urban development in China to promote the sponge city construction, to realize pattern transition of urban construction and to alleviate urban water problems.Thus the sponge city construction has become one of the hot issues in the field of urban construction governance and attracted much attention.At present, the sponge city construction in China confronts problems of “fragmented phenomenon”, including difficulty in coordination among different participants, fragmented policies and systems and backward construction methods.In this case, complex urban water problems cannot be effectively resolved.Based on the analysis of the main performance and its causes of “fragmented phenomenon” of the sponge city construction and the lessons learnt from the experience in Zhenjiang, some suggestions for solving the “fragmentation phenomenon” of sponge city construction are proposed from the perspective of construction management system, governance mechanism and legal system.

Abstract: The legal system of seawater utilization in China is still imperfect, and there exist some deficiencies including lack of content and incomplete system, which restrict the large-scale development of seawater utilization.The situations of the legal system of seawater utilization in different countries and regions are summarized and analyzed so as to provide special legal system, adaptive management system, marketized and multiple development and necessary subsidy and discount for the seawater utilization in China.Based on the foreign experience and the current situation of the legal system of seawater utilization, the improvement program of the legal guarantee of seawater utilization in China should include the establishment of the perfect legislative system of seawater utilization, the establishment of market-oriented mechanism and management system of seawater utilization.

Abstract: The flood risk assessment is an important basis for formulating the corresponding flood control and disaster reduction measures and plays an important role in the safety and protection of people’s lives and property.In view of the deficiencies and shortcomings of the existing assessment models for flood risks, an assessment system for flood risks is established from the four aspects of disaster-causing, disaster-breeding, disaster-bearing and disaster mitigation through analysis and calculation of 14 evaluation indices.The subjective and the objective weights are solved by using the analytic network process(ANP)and the projection pursuit(PP), respectively.An assessment model for flood risks based on ANP-PP-SPA is established by coupling the subjective and objective weights with the set pair analysis(SPA).Taking Yingde City of Guangdong Province as an example, the applicability of the assessment model for flood risks is verified.The results show that the flood risk grade of 2016 in Yingde City is medium, which accords with the actual situation of 2016 in Yingde City.The assessment model considers the relationship among the indices and reflects the ambiguity and randomness of flood risks, and it can provide a scientific basis for the regional flood risk decision-making and the flood management.

Abstract: The government’s retained water quantity of water right of Yellow River in Inner Mongolia has not been allocated through neither the initial water right nor the water right transaction.It does not match with the reality of the protection of ecological environment, construction of major projects and development of water right transaction in the regions in Inner Mongolia along the Yellow River.Therefore, it is proposed that the government’s retained water quantity of water right of Yellow River in Inner Mongolia should be allocated by the administrative or market means.At the same time, the vertical management mode combining the basin management with the regional management is implemented, and it is adjusted in time.

Abstract: With the continuous improvement of the water right transaction market and the gradual maturity of the water right transaction system, the researches on water right transaction price in China have been deeply developed.The CiteSpace software is used to analyze 858 articles on water right transaction price between 2001 and 2019 from CNKI by combing and integrating the articles with the quantitative methods.The temporal and spatial distribution of water right transaction price as well as the hot topics and key words of the researches is analyzed.On this basis, by combining with the traditional literature review, different clustering methods are summarized.Finally, the research trend of water right transaction price is discussed so as to provide reference for the future related researches.

Abstract: The raise-refund mechanism of water price policy is a kind of innovation mode of agricultural water price system in the comprehensive management of groundwater overdraft areas in Hebei Province.It is beneficial to further popularize the mode by studying its connotation and the existing problems.Referring to the existing literatures and based on the interview with water conservancy departments, village cadres and farmers, an in-depth analysis of the connotation of the price mode is discussed.The advance and the preliminary results of the pilot work of the raise-refund mechanism of water price policy in the groundwater overdraft areas in Hebei Province are summarized, and the dilemma in the promotion of the price mode is analyzed.On this basis, some feasible countermeasures and suggestions are proposed for further implementation of the raise-refund mechanism of water price policy in the groundwater overdraft areas.

Abstract: To further reduce flood damages and to solve regional drainage disputes, on the basis of exploring the connotation of the flood drainage right, it is concluded that the flood drainage right is mandatory, exclusive, tradable, variable and urgent.The WSR analysis framework for the allocation of flood drainage rights is established by using the WSR system method.It is regarded that the allocation of flood drainage rights is subjected to physical, reasonable and artificial factors.The functions of the above factors are analyzed during the allocation process, and an index system for the initial allocation of regional flood drainage rights is established.This will help to systematize and stratify the driving factors for the effective initial allocation of flood drainage rights so as to provide the reliable basis and the decision-making of flood control and to play a supporting role in guaranteeing the safety of flood control and realizing the social fairness and regional sustainable development.
