绿水青山共为邻

春天的浙江省湖州市安吉县天荒坪镇余村，远山、竹林、溪水、春花，构成一幅幅美不胜收的画卷。村口水塘边立着一块巨石，正面镌刻10个红色大字：绿水青山就是金山银山。余村人自豪地说，这里是“两山论”的诞生地。

“我们过去讲既要绿水青山，又要金山银山，实际上绿水青山就是金山银山。”2005年8月15日，时任浙江省委书记的习近平来到余村，首次提出“绿水青山就是金山银山”。16年来，余村坚定践行这一理念，走出了一条生态美、产业兴、百姓富的可持续发展之路，“两山论”也从余村走向了全国。

改革开放以来，长三角地区率先实现经济腾飞，同时也最早感受到粗放发展方式带来的环境代价。要经济还是要环境，要增长还是要生态，似乎是一个不可能解决的难题。直到“两山论”的提出，以更具前瞻性的理念回答了这个时代之问。如果能够把这些生态环境优势转化为生态农业、生态工业、生态旅游等生态经济的优势，那么绿水青山也就变成了金山銀山。

“绿水青山就是金山银山”短短10个字，闪耀着习近平总书记对生态环境保护和经济发展之间关系的深邃思考。党的十八大以来，习总书记多次对生态文明建设作出重要指示，在不同场合反复强调“绿水青山就是金山银山”。

2018年6月，习近平总书记在山东考察时强调，良好生态环境是经济社会持续健康发展的重要基础，要把生态文明建设放在突出地位，把绿水青山就是金山银山的理念印在脑子里、落实在行动上，统筹山水林田湖草系统治理，让祖国大地不断绿起来、美起来。

环境如水，发展似舟，水能载舟，亦能覆舟。山东牢记习近平总书记殷殷嘱托，坚持生态优先、绿色发展，不断为推进高质量发展注入生态动力、擦亮生态底色，环境质量持续改善，生态环境治理体系和治理能力不断提升，人民生态环保意识不断增强。截至目前，山东省共有国家生态文明建设示范市县9个，“绿水青山就是金山银山”实践创新基地5个，全国生态文化村48个。其中，去年山东“两山”实践创新基地命名数量位居全国首位，总数跃居全国第二位。

“十四五”是污染防治攻坚战取得阶段性胜利、继续推进美丽中国建设的关键期，党的十九届五中全会擘画了生态文明建设的新蓝图。山东省生态环境厅党组书记、厅长宋继宝表示，“山东省生态环境的持续改善要从减少排放入手。我们要持续地调整产业结构、能源结构、交通运输结构、农业投入结构，持续推进蓝天、碧水、净土空间，持续推进生态的修复，持续推进治理体系和治理能力现代化，重点是要构建大环保的格局，让山东的山更绿、水更清、环境更美好。”

如今，一幅青山绿水、江山如画的生态文明建设美好图景，正在神州大地铺展；一场关乎亿万人民福祉、中华民族永续发展的绿色变革，已经开启。逐绿前行，踏上生态文明建设新征程的山东，必将更加美丽宜人。

S h a n d o n g ranks first in terms of the number of practice and innovation bases titled“Lucid Waters and Lush Mountains are Invaluable Assets”， and second in terms of the total number thereof.
