次第回春,甲子从头又一新。值此中老两国建交60周年之际,中国驻老挝特命全权大使姜再冬在媒体上发表了题为《为新时代中老关系开新局谱新篇》的署名文章,现将全文摘录如下:

今年是中老建交60周年。60年来,中老关系经受住了国际风云变幻考验,历久弥坚。面对2020年以来严峻的疫情,两国关系逆势推进,更上层楼。这是两党两国和两国人民共同培育的结果,其根本保证和显著优势就是高层战略引领。习近平总书记早在2013年就指出,“中老关系不是一般意义的双边关系,而是具有广泛共同利益的命运共同体”,深刻揭示了中老关系的本质特征和内在动力。2019年4月,双方最高领导人共同签署《关于构建中老命运共同体行动计划》,为推进两国全面战略合作定下总章程、明确路线图,推动中老睦邻友好合作关系迈入新时代。2020年以来,习近平总书记同老挝最高领导人多次通话并互致信函,为新形势下的中老关系发展指明前进方向、注入强劲动力。

在双方高层战略引领下,中老秉持命运共同体精神携手抗疫。在中国抗击疫情的关键时刻,老挝社会各界尽己所能,提供包括70万美元现汇在内的多批防疫援助。老方宣布首个确诊病例并请求中方援助不到5天,首批中方专家组即飞抵万象,第二批专家组随后抵达,因地制宜协助老方形成从外防输入到内防扩散的一整套方案,有效提升老方防控科学化、规范化水平。中方援建的新冠病毒核酸检测实验室已移交启用,全面提升老方检测能力。2021年2月8日,中国政府援助老挝首批新冠肺炎疫苗运抵万象,老挝国家副主席潘坎(现任老挝总理)在交接仪式上衷心感谢并高度赞赏中国以实际行动构建人类卫生健康共同体、展现大国担当。当前,老挝是本地区防疫成效最显著的国家之一,我们对此由衷高兴。

随着疫情防控步入常态化,两国积极统筹疫情防控和经济发展,共同开展远端检测,用好“快捷通道”,加快复工复产。在双方共同努力下,中老命运共同体建设克服疫情影响,迈上高速路、驶入快车道。中方对老投资逆势上扬,2020年前10个月达11.63亿美元、同比增长逾20%。万象—万荣高速公路正式通车,中老铁路隧道全线贯通、铺轨已经过半、综合开发提上日程,建成通车为期不远,顺利运营前景可期。中方“援老八大工程”有序推进,减贫示范村完成建设。双方合作建设的第一家现代化炼油厂已正式投产,助力老挝增强自主发展能力。双方圆满履行澜湄合作共同主席国职责,推动通过《万象宣言》,为疫情下的地区发展合作寻求突破、开创新局作出新贡献、注入正能量。

2021年對中老两国各自发展和双边关系都有特殊重要意义。中国共产党迎来建党100周年,开启全面建设社会主义现代化国家新征程。老挝党胜利召开十一大,步入国家建设和社会主义发展新阶段。双方正有序举办共庆建交60周年暨中老友好年系列活动。60年一甲子,寓意“周而复始、万象更新”。我们愿以此为契机,紧扣落实两党总书记签署的《行动计划》,坚决贯彻两党两国最高领导人提出的要求,“为新时代两党两国关系开新局、谱新篇”,推动中老命运共同体建设走深走实,更好造福两国人民。

双方要“共同探索”,打造新型社会主义国家间关系,携手发展具有各自特色的社会主义事业。我们愿同老方加强治党治国经验交流,共同把社会主义道路坚持好,把社会主义制度巩固好,把社会主义事业发展好。

双方要“共同奋斗”。中老两党作为执政党,都秉持以人民为中心的发展理念,都把人民对美好生活的向往作为自己的奋斗目标。我们愿同老方在这个奋斗进程中,不仅互学互鉴而且互帮互助。

双方要“共同发展”。中国仍是最大的发展中国家,中国共产党始终把发展作为执政兴国的第一要务。老挝正在为早日摆脱欠发达状态而奋斗,同样面临繁重的改革发展任务。我们愿同老方持续推动“一带一路”倡议同“陆锁国变陆联国”战略全面对接,加快建设中老经济走廊,使中老命运共同体落地生根、开花结果。

Writing a New Chapter for China-Laos Relations in the New Era

On the occasion of the 60th anniversary of the China-Laos relations, Jiang Zaidong, Ambassador Extraordinary and Plenipotentiary of China to Laos, published a signed article titled “Writing a New Chapter for China-Laos Relations in the New Era” in the media. The article is as follows:

This year marks the 60th anniversary of the establishment of diplomatic relations between China and Laos. Over the past six decades, the friendship between the two countries has withstood the vicissitudes of the international landscape to become even stronger. Under the severe pandemic in 2020, bilateral relations have deepened, thanks to joint efforts by the ruling party and people of both countries, with high-level strategic guidance being a fundamental guarantee and significant advantage. In 2013, President Xi Jinping pointed out that “the ties between China and Laos are not the usual bilateral relations, as they form a community with a shard future and extensive common interests.” The remark profoundly reveals the nature and internal driving force of China-Laos relations. In April 2019, top leaders of the two countries signed the Action Plan for China and Laos to Build a Community of Common Destiny, outlining a clear road map to promote the comprehensive strategic cooperation between the two countries and pushing forward the good bilateral relations to a higher level. Since 2020, President Xi has communicated with the top leader of Laos by phone and through letters, injecting strong momentum for the two countries to further develop their relations under the new circumstance.

Guided by their high-level strategies, China and Laos uphold the spirit of a community with a shared future in the fight against the virus. At the critical moment of Chinas fight, people from all walks of life in Laos did their best to help China, offering batches of anti-pandemic assistance, including US$ 700,000 in cash. Less than five days after Laos announced its first confirmed case and requested Chinas assistance, the first group of Chinese experts flew to Vientiane, the capital of Laos. A second group arrived soon after to help it form a complete set of tailored plans ranging from preventing imported cases to curbing the spread of the COVID-19, helping Laos plan its pandemic prevention and control in a more scientific and standardized way. A COVID-19 nucleic acid testing laboratory built by the Chinese side has been handed over and put into operation in Laos, comprehensively improving Laos ability to detect the virus. The first batch of China-donated COVID-19 vaccines arrived in Vientiane on February 8, 2021. At the handover ceremony, Laotian Vice President Phankham Viphavanh expressed his sincere gratitude and spoke highly of Chinas efforts to build a global community of health for all and its sense of responsibility. China is glad that Laos is one of the countries with the most remarkable achievements in pandemic prevention and control in the region.

With the normalization of the pandemic prevention and control measures, the two countries are actively coordinating their pandemic control work and economic recoveries, making good use of the fast track service for personnel exchanges, and speeding up the resumption of work and production. Thanks to the joint efforts of both sides, the construction of a community with a shared future between China and Laos has overcome the impact of the pandemic and is on a fast track. Despite the economic downturn triggered by the pandemic, Chinas investment in Laos has risen, reaching US$ 1.163 billion in the first 10 months of 2020, a year-on-year increase of more than 20%. The Vientiane-Vang Vieng expressway has opened to traffic. The tunnel for the China-Laos Railway Project has been completed and half of the total track has been laid. The railway is expected to commence operations soon. Eight China-aid projects in Laos have progressed in an orderly manner and pilot poverty reduction projects have been completed in demonstration villages. Laos first modern refinery, jointly built by the two sides, has been officially put into operation, helping Laos enhance its capacity for independent development. The two countries have successfully fulfilled their responsibilities as co-chairs of the Lancang-Mekong Cooperation, promoted the adoption of the Vientiane Declaration, and made new contributions for and injected positive energy into regional development cooperation during the pandemic.

This year is of special significance for the development of the two countries and bilateral ties. The Communist Party of China will celebrate the 100th anniversary of its founding and China will embark on a new journey to fully build a modern socialist country. The Lao Peoples Revolutionary Party successfully held its 11th National Congress, marking a new stage in the countrys national and socialist development. The two sides are holding a series of activities to celebrate the 60th anniversary of the establishment of diplomatic relations and the Year of China-Laos Friendship. China will take this opportunity to implement the Action Plan signed by the heads of the two countries ruling parties and resolutely implement the requirements put forward by the top leaders of the two parties and two countries, so as to write a new chapter for relations between the two parties and nations in the new era, promote the construction of a community with a shared future between China and Laos, and bring more benefits to the two peoples.

Both sides should “explore together” to create a new type of relationship of socialist countries and work together to develop socialism with their own characteristics. The Chinese side is willing to strengthen the exchange of experience in governing the country with Laos. Together, both sides firmly adhere to the socialist path, consolidate the socialist system, and develop socialism. Both sides should “strive together”. The ruling parties of both China and Laos uphold a people-centered development philosophy and regard peoples yearning for a better life as their goal. The Chinese side is willing to learn and help from each other. Both sides should “develop together”. China is still the largest developing country, and the CPC has always regarded development as the top priority of governing and rejuvenating the country while Laos is making efforts to get rid of its backwardness and faces tough reform and development tasks. China is willing to work with Laos to strengthen the synergy of the China-proposed Belt and Road Initiative and Laos strategy to transform from a landlocked country to a land-linked hub, advance the development of the China-Laos Economic Corridor, and ensure that a community with a shared future between the two countries strikes root and bears fruit.
