乡村振兴背景下基层农技协转型升级路径研究

摘 要：乡村振兴首先是产业振兴，而农村产业的兴旺发达离不开科技支撑。农村专业技术协会（简称农技协）在我国农技推广中起着中介作用，为了提升基层农技协的服务质量和水平，更好地助力乡村振兴，该文以安徽省农技协为调查对象进行了研究分析。结果表明，当前农技协处在萎缩转型期，组织形式基本完善，但大多名存实亡。在政策、市场、技术的推力和科技推广、乡村振兴科技需求的拉力作用下，农技协服务内容应由单一技术服务转向多元的产业促进，组织形态由单一转向多元“农技协+”，服务模式由单纯的为农户个体服务向为农户个体和新型经营主体服务，工作方式由实体空间向“实体空间+网络空间”、技术经济服务与实体经济相结合提升组织形态。

Research on the Transformation and Upgrading Path of Agricultural Technical Association under the Background of Rural Revitalization

Abstract： Industrial revitalization is the first of rural revitalization， and the prosperity of rural industries is inseparable from science and technology. Rural special technology associations （RSTA） is a social public welfare association voluntarily established by those who are engaged in agriculture， agricultural technology research， popularizing science， and technical experts， etc. It plays an effective intermediary role in agricultural and rural extension of agricultural technology in China. To make the technology play more effectively boost in the revitalization of the countryside， the paper based on the  field survey in Anhui province， pointed out that most of the rural special technology associations are in the trouble of low competitive power and management level and  needed transformation and upgrading urgently .With the further combining of field survey data， the paper used the econometric model to explore the important factors influencing the transformation and upgrading， and then put forward the route choice of the transformation and upgrading under the background of rural revitalization.

1 引言

農村专业技术协会（简称农技协）是以科技传递为基础，由农民自愿结合、自主经营的管理合作组织，接受科学技术协会（科协）和民政部门的业务指导和监督管理。不少学者认为，单纯行政化的农技推广手段难以全面解决市场化农业发展的技术需求[1]，农技协等农村民间组织是农村技术推广和技术服务组织的有效补充[2]，也是解决农村地区农业结构调整难、农业产品销售难、农业科技推广难等问题的重要抓手[3-4]。2007年《农民专业合作社法》实施后，政策的倾向性打破了合作社与其他合作组织并行发展的格局，农技协虽在农村技术服务和科学普及中适用范围较合作社更为广泛，但因缺乏明确的法律保障，其存在和发展比较困难。各地省级及以下层面农技协的发展实证表明，自2007年底以来农技协的数量增长十分有限，大多数农技协会呈现不稳定的动态之中，正式的、运行良好的农技协会并不多[5-6]。为了有效发挥农技协科技、经济服务功能，2017年6月中国科协办公厅印发了《中国科协关于促进农村专业技术协会转型升级的意见》。在乡村振兴战略中，产业振兴是前提，而农村产业的发展又离不开科技支撑，农技协的转型升级可以有效助力基层科普工作和乡村振兴战略。现有相关研究从经验上提炼出来的策略以及专家观点居多，本研究在实地调研的基础上，通过实证分析，探讨基层农技协的发展困境、转型升级的动力、转型升级的影响因素，并由此提出基层农技协转型升级的具体路径，以期为农技协转型升级服务乡村振兴提供理论依据和参考。
