贵州省新增耕地核定信息系统的研究与应用

摘 要:新增耕地是严格落实占补平衡的基础和抓手,强化新增耕地监管是保障。随着新型工业化、城镇化建设的发展以及生态文明建设,耕地后备资源越发匮乏,实现耕地占补平衡的难度也越来越大。新增耕地管理工作,程序复杂化、要素多元化、内容精细化,信息化监管将是必要的手段和方式。该研究使用开源的开发语言Java、Web-GIS框架、MySQL数据库等技术开发智能信息管理平台,构建了贵州省新增耕地核定信息系统。利用该系统可构建贵州新增耕地指标库,及时掌握贵州新增耕地数据信息和空间分布情况,为耕地保护、耕地占补平衡决策提供支持。该系统使得土地整治工作更加安全可靠,为业务工作发展降低了新增耕地核定、审核、监测、评价等人力和物力成本。

Abstract:The newly increased cultivated land is the basis and starting point for strictly implementing the balance of occupation and compensation, and the strengthening of the supervision of newly increased cultivated land is the guarantee. With the development of new-type industrialization, urbanization, and the construction of ecological civilization, the reserve resources of arable land are becoming more and more scarce, and it is becoming more and more difficult to achieve the balance of arable land occupation and compensation. The newly increased cultivated land management process is complicated, the elements are diversified, and the content is refined. Informatization supervision of the newly increased cultivated land will be a necessary method. Therefore, this article uses the open source development language Java, Web-GIS framework, MySQL database and other technologies to develop an intelligent information management platform, and builds a new cultivated land verification information system in Guizhou Province.  The system can be used to build a new arable land index database in Guizhou Province, to understand the situation of newly increased arable land in Guizhou Province in time, which can provide support for arable land protection decision-making. This system makes land remediation work safer and more reliable, and reduces the human and material costs of project supervision, review, and acceptance processes for future business development.

1 引言

新增耕地是实现占补平衡的基础,是土地整治工作中的重要目标[1-2]。新增耕地核定是对新增耕地位置、地类、面积、质量等别等信息的真实性、准确性、合法性进行审核所开展的工作,其根本目的是确保耕地占补平衡中补充耕地指标的真实性和可靠性[3]。近年来,党中央国务院明确要求坚持最严格的耕地保护制度,严守耕地保护红线[8-10]。习近平总书记明确指出,要求像保护大熊猫一样保护耕地,着力加强耕地数量、质量、生态“三位一体”保护。党中央十九大报告明确提出,严格保护耕地,确保国家粮食安全,把中国人的饭碗牢牢端在自己手中。为加强耕地保护,切实做到先补后占、占优补优、占水补水,确保耕地数量不减少,耕地质量不降低,严格落实占补平衡制度。然而,随着新型工业化、城镇化建设发展以及生态文明建设,耕地后备資源越发匮乏,实现耕地占补平衡的难度也越来越大。2020年中央经济工作会议提出,坚决遏制耕地“非农化”、防止“非粮化”,规范耕地占补平衡,对耕地占补平衡管理工作提出了新要求。在新增耕地是严格落实占补平衡的基础和抓手,强化新增耕地监管是保障。新增耕地管理工作中,程序复杂化、要素多元化、内容精细化,信息化监管将是必要的手段和方式[7]。
