中老铁路：老挝现代化基础设施建设的重要里程碑

China-Laos Railway， an important milestone in Laos’ modern infrastructure construction

老挝人民革命党中央总书记、国家主席通伦：

感谢中国大力支持，老挝终于告别了没有火车的时代，拥有了现代化铁路。老中铁路是老挝“陆锁国”变“陆联国”战略深入对接“一带一路”倡议的纽带，是老挝现代化基础设施建设的一个重要里程碑，将极大促进老挝国家经济社会发展。在两国领导人重视关心和各方大力支持下，双方克服疫情等诸多挑战和困难，按期圆满竣工并交付通车，这是老挝各族人民迎接建国46周年的宝贵礼物和庆祝老中建交60周年的盛大喜事，是老中“好邻居、好朋友、好同志、好伙伴”精神和老中命运共同体精神的生动写照，也是老中两党两国和两国人民友好关系的伟大标志，必将为老中两党、两国关系注入新的重要内涵。老挝愿同中方一道，维护、运营好老中铁路，为两国和地区人民带来更多福祉，为促进地区互联互通和发展繁荣作出贡献。

Thongloun Sisoulith， General Secretary of the Lao People’s Revolutionary Party （LPRP） Central Committee and Lao President ：

Thanks to China’s strong support， Laos has finally bid farewell to the days without trains and now has a modern railway. The Laos-China Railway is a bond deeply connecting the Laos’ development strategy to convert itself from a land-locked country to a land-linked country with the Belt and Road Initiative， and an important milestone in Laos’ modern infrastructure construction. The railway will greatly promote Laos’ national economic and social development. Thanks to the attention and care of the two countries’ leaders and great support from all parties， the two sides have overcome many challenges and difficulties such as the COVID-19 pandemic， and successfully completed the project and put it into operation on time. It is a valuable gift to all ethnic groups of Laos to celebrate the 46th anniversary of the founding of the Lao People’s Democratic Republic and a grand celebration for the 60th anniversary of the establishment of Laos-China diplomatic ties. It vividly demonstrates the spirit of “good neighbor， good friend， good comrade and good partner” and the Laos-China community with a shared future. It also greatly signifies the friendly relations between the two parties， two countries and two peoples. It will surely add new dimensions to the relations between the two parties and two countries. Laos is willing to work with China to maintain and operate the Laos-China Railway， bring more benefits to the people of the two countries and in the region， and contribute to promoting regional connectivity， development and prosperity.

老撾总理潘坎：

中老铁路将成为老中、东盟和中国增进经贸、投资、旅游、就业、文化交流和人员往来等合作的重要驱动力。该项目是推进新时代中老全面战略合作伙伴关系以及构建中老命运共同体的具体实践。

Phankham Viphavanh， Lao Prime Minister：

In the future， the China-Laos Railway will become an important driving force for the two sides and ASEAN countries to conduct mutual cooperation in economy， trade， investment， tourism， employment， cultural exchanges， and people-to-people exchanges. The project is a concrete practice of advancing the China-Laos comprehensive strategic partnership of cooperation in the new era and building the China-Laos community with a shared future.

老挝副总理兼财政部部长宋迪：

中老铁路是中老两国关注的重点项目，也是“一带一路”倡议的重点工程、中老友谊的标志性工程。中老两国山水相连，守望相助。老挝疫情期间，中国第一时间派遣抗疫医疗专家组、解放军医疗专家组支援老挝抗疫，中方参建企业和员工向老挝政府捐款捐物，积极支持老挝政府抗疫工作，这是构建中老命运共同体的真实写照。

Somdy Douangdy， Lao Deputy Prime Minister and Finance Minister：

The China-Laos Railway is a key project of concern to both countries， a signature project of the joint construction of the Belt and Road Initiative， and has become a carrier and symbol of the friendship between Laos and China. As close neighbors， China and Laos always help each other. After learning of the outbreak in Laos， China immediately sent an anti-epidemic medical expert team and a PLA medical expert team to Laos. Chinese companies and employees participating in the construction of the railway donated money and supplies to the Lao government to support its fight against the pandemic. This is a true illustration of the efforts to build the China-Laos community with a shared future.

老挝副总理兼计划投资部部长、中老铁路项目指导委员长宋赛·西潘敦：

中老铁路是“一带一路”合作中的重点项目，是中老双方政府一致同意共同合作开展的项目，是安全、廉洁的项目，是让老挝人民过上美好生活的项目。

The China-Laos Railway is a key project of the Belt and Road Initiative， which the Chinese and Lao governments have agreed to jointly carry out. It is a safe project implemented with integrity， which will enable the Lao people to live a better life.

Khemmani Pholsena， Lao Minister to the President’s Office：

The China-Laos Railway will enable the Lao people to take trains to the world， and our dreams are coming true.

老挝公共工程与运输部部长荣沙瓦：

中老铁路是一条连接地区和世界的国际大通道，为推动老挝与周边国家乃至“一带一路”沿线国家的经贸往来注入新的活力。中老铁路实现了老撾“陆锁国”变“陆联国”的战略梦想，对推动老挝进入发展新时代具有历史意义，对老挝如期实现脱贫目标有积极作用。

Viengsavath Siphandone， Lao Minister of Public Works and Transport ：

The China-Laos Railway is a major international corridor connecting the region and the world， which will inject new vitality into economic and trade exchanges between Laos and neighboring countries as well as countries along the Belt and Road routes. The railway has helped Laos realize its strategic dream to transform itself from a land-locked country into a land-linked hub in the region. It is of historic significance for pushing Laos into a new era of development， and will play a positive role in achieving its goal of poverty alleviation as scheduled.

老中合作委员会副主席赛萨纳·西提蓬：

中老铁路不仅实现了两国共建“一带一路”的美好愿景，还为两国人民带来了福祉，对促进老挝以及区域经济、工业发展有着重要意义。对促进中国-老挝、中国-东盟国家经济文化交流有着积极的作用。中老铁路是友谊之路，具有历史性意义，一定能带领两国人民走向更加光明美好的未来。

The China-Laos Railway has not only realized the vision of the two countries to jointly implement the Belt and Road Initiative， but also brought benefits to the people of the two countries. It is of great importance to the economic and industrial development of Laos and the region. It will play a positive role in promoting economic and cultural exchanges between China and Laos and between China and ASEAN countries. The China-Laos Railway is a road of friendship with historic significance. It is bound to lead the people of both countries to a brighter future.

老撾新闻文化旅游部副部长温吞·考潘：

中老铁路的开通将大大便捷两国交通，为吸引更多中国游客创造条件，还将带动当地的社会经济发展。我们有计划改善旅游基础设施，完善旅游服务措施，为游客签证、通关提供更多便利，吸引更多中国游客来感受老挝的自然风光和风土人情。

Ounthuang Khaophanh， Lao Deputy Minister of Information， Culture and Tourism：

The opening of the China-Laos Railway will greatly facilitate transportation between the two countries， create conditions for attracting more Chinese tourists， and boost local social and economic development. We plan to improve tourism infrastructure， refine tourism service measures， and make it easier for tourists to get visas and go through customs， so as to attract more Chinese tourists to experience the natural scenery and local customs of Laos.

老挝国家工商会副主席赞塔宗·翁塞：

中老铁路将为老挝创造很多方面的便利，尤其是生产成本的降低，为促进老挝的经济发展，特别是为老挝与中国之间的贸易关系和合作创造了良好的条件。

Chanthachone Vongsay， Vice President of the Lao National Chamber of Commerce and Industry：

The China-Laos Railway will bring convenience to Laos in many aspects， especially the reduction of production costs， and create favorable conditions for promoting the economic development of Laos， especially the trade relations and cooperation between Laos and China.

老挝国家工商会执行副会长道旺·帕占塔冯：

中国是老挝第二大贸易伙伴，也是在老挝投资最多的国家，更是老挝最主要的贸易出口国。铁路开通将降低货物运输和交通成本，将增加商户和铁路乘客数量，这将带来令人满意的收入。同时，还将给贸易行业、酒店餐饮等服务行业和其他新兴行业注入活力，是极大的发展机会。

Daovone Pachanthavong， Executive Vice President of Lao National Chamber of Commerce and Industry：

China is the second largest trading partner of Laos， the largest foreign investor in Laos， and the largest export destination of Laos. The opening of the railway will reduce freight transport and transportation costs， and increase the number of merchants and railway passengers， thus generating high income. It will also inject impetus into trade， hotel catering and other service industries， as well as other emerging industries， providing a great development opportunity for them.

老撾工贸部贸易促进司司长赛宋裴·诺拉馨：

中老铁路的建成，将吸引更多投资者到访老挝，进一步了解老挝，将老挝作为未来的投资目的地。

Xaysomphet Norasingh， Director General of the Trade and Product Promotion Department， the Lao Ministry of Industry and Commerce：

The completion of the China-Laos Railway will attract more investors to Laos to learn more about the country and consider it as a future investment destination.

老挝计划投资部投资促进司副司长冯赛·维雷萨：

老挝政府正在进行一系列改革以改善投资政策和营商环境，沿中老铁路建设新城、修建多条高速公路、机场、港口等国际物流设施，不断提升老挝的基础设施和促进沿线地区互联互通，此外还多次修订了投资法。

Phonesay Vilaysak， Deputy Director General of the Investment Promotion Department， the Lao Ministry of Planning and Investment：

The Lao government is carrying out a series of reforms to improve its investment policies and business environment， and building new towns， expressways， airports， ports and other international logistics facilities along the China-Laos Railway， in a bid to continuously upgrade the country’s infrastructure and advance regional connectivity along the railway. In addition， the investment law has been amended for several times.
