Abstract: The elderly care service quality evaluation system is an important prerequisite for the high-quality development of elderly care service in the new era. Over the years, China’s elderly care service quality evaluation system has experienced three stages, including germination, construction, and development with different characteristics. The connotation of the elderly care service quality evaluation suitable for China’s national conditions is to participate in the whole process of elderly care service or product standards, management and evaluation at home and community-based elderly care service, elderly care institutions, medical care, and other levels through multiple evaluation subjects. In the face of the prominent problems of the current elderly care service quality assessment, such as the lag of standardization theory research, the vague connection between local and national norms, and the different cognition of relevant government departments, the next step of the elderly care service quality assessment system needs to work on the standardization and normalization of elderly care institutions, the exploration of residential community elderly care service assessment system, the construction of local elderly care service assessment centers, and the organic connection between local and national elderly care norms, so as to promote the high-quality development of elderly care service in the new era.

Abstract: Ageing in the family is a fundamental element of ageing in the community and of the whole elderly care system. Contemporary demographic and family changes have brought several structural challenges to the development of traditional family and community-based elderly care. For instance, ageing families and empty nesting will increase the pressure on the supply of community-based elderly care services, the increasing ageing will create family pressure and force the professional upgrading of community-based elderly care services, and changes in intergenerational relationships and residence patterns will increase the diversification of elderly care service demands. Against this backdrop, the primary task of strengthening home-based community elderly care is to support the development of family functions, improve the home-based community elderly care service system by taking family building as an opportunity, and build a Chinese style “elderly care community” on the basis of a solid cultural consistency.

Abstract: Expanding and deepening the practice of regional party construction, integrating strength and society in a larger space and field, and playing a leading role in the integration of urban and rural development at county level are the era mission of urban and rural grass-roots party organizations to implement the spirit of the 20thCPC National Congress and serve the overall situation of modernization. To make the regional party construction lead the integrated development of urban and rural areas in the county, it requires the urban and rural grass-roots party organizations to actively respond to changes in the social ecological environment, actively adjust the logic of grass-roots party building action, and systematically reconstruct the system and mechanism of grass-roots party building. Therefore, a series of action strategies are needed to promote the flow of elements, structural integration, and functional interoperability between urban and rural areas in the county through the guidance of structure, function, ability, and mechanism, so as to ensure the effective operation of the urban-rural integration development system and mechanism within the county.

Abstract: Since the founding of the People’s Republic of China, the curriculum of ideological and political theory in universities has gone through three stages: the exploration and transition in new China, the recovery and adjustment in the new period, and the improvement and development in the new era. It is the paradigm of “context-structure-interaction” that provides a new analytical framework for analyzing the evolution logic of the curriculum of ideological and political theory in universities. With the aid of this paradigm, the dynamic mechanism, decision-making mechanism, and action mechanism of the evolution of the curriculum system of ideological and political theory in colleges and universities are formed. Looking into the future, we should base the ideological and political theory courses in colleges and universities on both international and domestic situations and expand the global vision, pay attention to social reality and extend the social space, and make use of institutional flexibility to realize the characteristic development of ideological and political theory courses in colleges and universities.

Abstract: At present, the study of ideological and political education concepts needs to correctly identify and effectively distinguish the key directions in the understanding of ideological and political education concepts, and on this basis, dialectically grasp the logical relationship between them. The conceptual analysis of ideological and political education needs to consciously distinguish between the “name” and the “reality” of ideological and political education, between the “invention” and the “discovery” of ideological and political education, between the “concept” and the “conception” of ideological and political education, and between the “essence” and the “form” of ideological and political education, reasonably grasp the inner connection between them, and establish clear and explicit basic concepts for the scientificization of ideological and political education.

Abstract: Xi Jinping Thought on the Rule of Law is the guiding ideology of China’s comprehensive rule of law, and it is also the value orientation of the construction of the socialist belief in rule of law with Chinese characteristics in the new era. The belief in the rule of law is the core of modern legal belief, which is full trust in the socialist concept of the rule of law and conscious compliance with the legal system. Establishing a belief in the rule of law is conducive to promoting the spirit of the rule of law, cultivating a culture of the rule of law, creating a rule of law environment in which all the people respect the law, and encouraging people to actively pursue fairness, justice, and freedom. In order to guide all the people to support the rule of law and be loyal advocates and defenders of the socialist rule of law, we should always take Xi Jinping Thought on the Rule of Law as the guiding ideology. At the same time, we should vigorously promote the construction of the belief in the rule of law in the new era in the practice of legislation, law enforcement, judiciary, and rule of law publicity.

Abstract: The third distribution plays an important role in the process of China’s common prosperity. Based on the perspective of state-society relations, the third distribution model can be divided into four theoretical types: strong government and big society, weak government and big society, strong government and small society, and weak government and small society. The third distribution in the United States has constructed a weak government and big society practice model, which is mainly characterized by social dominance, government supervision, and political neutrality. Instrumental rationality is the successful experience of the third distribution in the United States, forming the logical rationale of the “four in one” of culture, organization, system and technology. The class rationality hidden under the instrumental rationality is the failed lesson of the third distribution in the United States. Under the influence of class rational thinking, the “private” aspect of society has been magnified, and a donor-centered paternalistic style has been formed, thus safeguarding the economic interests of the high-income class, and meeting the service needs of the high-income class. China’s third distribution is the way to boost common prosperity, and it is deeply embedded in the process of Chinese path to modernization. Therefore, China’s third distribution cannot copy the American path. Instead, it needs to build a strong government and big society model on the basis of absorbing instrumental rationality and abandoning class rationality, and integrate Chinese cultural elements into the system. Moreover, it needs to strengthen the standardization of the main body of the third distribution, increase the incentives, improve the supervision system and keep ongoing and highly focused attention to the poor.

Abstract: Grass-roots governance is the cornerstone of national governance, which is directly related to national development and social stability. Territorial management is an important way of grass-roots governance in China and plays an important role in grass-roots governance. At present, problems such as overburden, power and responsibility imbalance and efficiency decline appear in grass-roots governance. The alienation of territorial management is the main reason. Specifically, territorial management has experienced excessive expansion in grass-roots governance. The generation and development of territorial management is the embodiment of the balance between the authority and effectiveness of national governance. It is indispensable in grass-roots governance. However, the excessive expansion also has a negative impact on grass-roots governance. Fuzzy governance under the isomorphic governmental responsibility is the motivation of territorial management expansion in grass-roots governance, while the fixity of administrative space, the resource regulation of functional departments and the directness of grass-roots government governance are the “trigger conditions” of territorial management expansion. Based on this, there is a dilemma of governance disorder in grass-roots governance, which is manifested in the overload of burden, the imbalance of rights and responsibilities and the weakening of functions. In the context of territorial management expansion, we can try to determine territorial responsibilities, build linkage mechanisms and build coordination systems through the coordination of vertical government levels, horizontal government agencies and block structures, so as to realize the optimization of grass-roots governance.

Abstract: Effective public participation in government performance evaluation has always been a difficult problem in the practice of government governance in China. As an important institutional practice in the construction of service-oriented government and the institutional system of the people’s status as masters of the country under the guidance of Chinese modernization, the operation of the “good and bad evaluation” system of government service has officially stepped into the track of standardization, normalization and long-term evaluation, and remarkable results have been achieved in some places. Based on the successful practice and exploration of “good and bad evaluation” system in some typical places, this paper aims to reveal the theoretical logic of government service evaluation to improve government administrative efficiency. It is found that the improvement of government administrative efficiency by government service evaluation is an institutional system logic that can be summarized as “Institution Absorption Evaluation”. The “good and bad evaluation” system consists of four layers: the institution design absorption layer based on the triple absorption of “institution absorption service”, “institution absorption subject” and “institution absorption technology”, the technology adaptation layer based on the mixed adaptation of administrative technology and information technology, the system integration interaction layer based on the dual track operation of good evaluation sub-system and bad evaluation sub-system, and the energy release feedback layer based on assessment incentive and initiative improvement achieving normative order. Under the dynamic operation of the four layers, government service evaluation releases the energy of normative order, and completes the continuous improvement of administrative efficiency under the feedback.

Abstract: In response to the escalating global climate crisis, China proposed the “dual carbon” goals of “achieving carbon peaking by 2030 and carbon neutrality by 2060” in 2020. The objectives are founded on the evolutionary logic of “the facts and impacts of climate deterioration — scientific cognition and institutional advocacy on climate change — practical actions to promote carbon emission reduction and economic transformation”. Since the “dual carbon” goals are policy-driven, the obstacles such as untested carbon trading market effectiveness, the lack of “dual carbon” legislation, weak “dual carbon” technology, and the “absence” of multi-stakeholder involvement in “dual carbon” must be overcome. In the process of promoting the realization of the “dual carbon” goals, we need to pay close attention to social hazards such as imbalances of spatial justice, damage to the interests of the people and campaign shocking carbon reduction. To promote the practice of “dual carbon”, it is necessary to build a systematic structure with the participation of multiple parties, including “government-society-enterprises-academia”. To be specific, it is necessary to carry out institutional innovation and legislative promotion at the government level, cultivate people’s “dual carbon” awareness at the social level to actively build a “low carbon” society, strengthen low-carbon technological innovation and develop green products at the enterprise level, and carry out “double carbon” research and strengthen the training of “double carbon” professionals at the academic level, so as to jointly promote the achievement of “double carbon” goals and green development.

Abstract: The Central Conference on Talent Work for the New Era comprehensively summarized the law of talent development of the Party and the state, especially the new ideas, new strategies, and new measures of talent work since the 18th CPC National Congress, and put forward clear requirements and long-term plans for talent work in the new era. Based on the theoretical analysis framework of “idea-system-ability-strategy”, it is found that the strategy for developing a quality workforce is contained in the framework of modernization of talent governance composed of the concept, system, and ability of talent governance. Talent management concept is the direction forerunner that talent works and value follow. Talent management system is the system carrier that new era talent works. Talent management ability is the external expression of talent management system. The national talent strategy is a long-term planning and step-by-step implementation of the modernization vision of talent governance. To implement the strategy for developing a quality workforce in the new era, we must grasp the context and requirements of the times from the aspects of gathering talents, cultivating talents, encouraging talents and bringing up talents. We must build a major global talent center and innovation hub, build and shape the country’s strategic talent pool, deepen reform of the systems and mechanisms for personnel development, and train, attract and employ talented personnel in all areas.

Abstract: The report of the 20thNational Congress of the Communist Party of China proposed to regard talent as the primary resource. The public institutions are the main carriers to provide public services for China’s economic and social development, with the open recruitment as an effective way to improve managerial effectiveness and quality. The recruitment of public institutions in China has undergone the transformation from overall dominant personnel allocation to technical selection. It has experienced three stages: from planned management to open recruitment, from the guided recruitment to the standardized institutional construction of “mandatory examinations”, and from experience-based selection to the procedural and scientific recruitment design. The logical orientation of technical selection is to pursue rationality and efficiency, and numerical symbols and scoring indicators have become the primary basis for recruitment. While exerting its functions, the drawbacks of the above-mentioned assessment are beginning to emerge. Therefore, it is necessary to take talent assessment, procedure justice, personnel and job suitability and talent-quality iceberg model as the theoretical basis, extricate from such dilemma in recruitment, go beyond the mode of simplification and reduction over the multiple requirement for positions, and beyond the programmed selection aiming at technical efficiency, and promote the transformation from the superficial, symbolic and formalized selection model to an innovative, ecological and holistic way, so as to optimize the design of the recruitment examinations for public institutions, and improve the reliability and validity of the selection results.

Abstract: During the “fourteenth five-year plan” period, China started a new journey to comprehensively build a modern socialist country with the theme of high-quality development. The fourteenth five-year plan is the grand blueprint and action program for the people of all ethnic groups to forge ahead on the new journey. In face of the new requirements of the new era, deepening the concept of strategic management and improving the efficiency of strategic planning are the natural choices for enhancing core competitiveness and achieving high-quality development. In this study, the strategic planning texts of twelve high-level universities at home and abroad were investigated. The characteristics and logical process of high-efficiency strategic planning were also analyzed. CiteSpace software was used to analyze literature keywords. At the same time, the grounded theory was used to sort out the realistic representations to clarify the main evaluation elements of the strategic planning effectiveness. And then the thematic analysis method was used to comprehensively refine, build, and form the “three stages and three levels” strategic planning effectiveness evaluation model. On this basis, combined with the new situation and the common problems of planning and management, this paper put forward the key path to improve the efficiency of strategic planning in colleges and universities during the “fourteenth five-year plan” period.

Abstract: The Chinese government attaches great importance to optimizing the business environment and has achieved certain results. The impact and mechanism of the business environment on enterprise performance are examined empirically, and the heterogeneity of different investment behaviors, different property rights, and macroeconomic boom or not are explored separately, taking Shanghai and Shenzhen A-share listed companies from 2008 to 2020 as the research objects. The study shows that business environment is conducive to improving firm performance, in which firms’ investment behavior plays a mediating role. Further classifying firms’ investment behavior, we find that business environment mainly improves firm performance by alleviating underinvestment rather than inhibiting over-investment. The impact of business environment on the performance of non-state-owned firms is more significant than that of state-owned firms, and the impact of business environment on firm performance is more significant than that of macroeconomic boom. The impact of business environment on firm performance is more significant in macroeconomic downturns than in macroeconomic downturns. This study provides evidence as to why the business environment should be optimized and suggestions as to how to effectively optimize the business environment.
