中非携手共命运

中國是世界上最大的发展中国家，非洲是发展中国家最集中的大陆，中非从来就是命运共同体。而今，在习近平主席提出的真实亲诚对非政策理念和正确义利观引领下，中非关系发展按下了“加速键”，驶入了“快车道”，迈入构建更加紧密的中非命运共同体的新时代，在此过程中，中非民间友好组织发挥着重要作用。

11月9日上午，济南山东大厦金色大厅内座无虚席，第二届中非民间友好组织负责人会晤在此成功举办。来自非洲22个国家的26个友好组织负责人、全国17个省市对外友协代表等中非嘉宾共约150人参会。

“中非始终是命运共同体，中非高层保持密切交往，务实合作硕果累累，人文交流亮点纷呈，国际协作日益紧密。”第十三届全国政协副主席李斌在开幕式主旨发言中指出，当前，国际形势正发生深刻复杂的变化，面对新的机遇和挑战，中非友好组织要聚焦中非人民共同富裕和可持续发展，让合作成果广泛惠及双方人民，携手共促中非合作共赢。要助力开创中非人文交流、文化交融、民心相通新局面，为中非合作提供更深厚的精神滋养，携手共促中非文明互鉴。要积极推动双方青年交流，让中非友好事业后继有人，永葆青春和活力，携手共促中非友谊传承。中国将同非洲各国一道，落实全球发展倡议、全球安全倡议、全球文明倡议，推动构建人类命运共同体。

近年来，山东扎实推进与非交流合作，取得了丰硕成果。山东省副省长邓云锋在致辞中表示，下一步，山东希望与非洲持续巩固农业、渔业、基建、能源、矿产等合作优势，积极开展新基建、数字经济、清洁能源等新领域合作，拓展经贸合作维度；聚焦中非产业链合作，扩大双向投资，增强合作往来深度；全方位加强宣传推介、职教培训、对口交流等领域合作，提升人文交流热度；赓续传统友谊，加强与非方民间友好组织交往，加大民间交往力度。

“非中友谊历久弥新、不断发展。”在刚果（金）中国友好协会会长爱德华·莫科洛看来，中国开展对非交往高效务实，尤其是共建“一带一路”为非洲带来了巨大发展机遇，中国与非盟的交往也是南南合作的典范。对抗不能促进发展，合作才能实现共赢，相信中非合作必将进一步造福双方广大人民。

中非友谊的根基在民间，广大中非人民是中非合作的受益者，更是贡献者。长期以来，中非民间友好组织坚持团结互助，推动务实合作，增进民心相通，以实际行动助力中非关系行稳致远。中国人民对外友好协会副会长姜江表示，希望双方今后进一步加强民间交流，增进相互了解，促进地方合作，不断续写中非友谊新篇章。

此次会晤以“携手构建新时代中非命运共同体”为主题，近40名中非代表围绕中非合作共赢、文明互鉴、友谊传承等议题开展了对话交流，并通过了《中非民间友好组织负责人会晤济南宣言》。中非嘉宾一致认为此次会晤进一步凝聚了中非友好民间共识，面向未来，双方将继承中非友好合作精神，继续发扬优良传统，为推动构建中非命运共同体作出积极努力。

China is the world’s largest developing country， and Africa is the continent with the largest number of developing countries， thus China and Africa have always been a community with a shared future. In recent years， guided by the principles of sincerity， practical results， affinity and good faith in dealing with relations with Africa and the principle of upholding justice while pursuing shared interests proposed by President Xi Jinping， the development of China-Africa relations has been accelerated， moved into the “fast lane”， and entered a new era of building a closer China-Africa community with a shared future. In the process， Sino-African non-gov- ernmental friendship organizations have been playing a significant role.

On the morning of November 9， 2023， the Golden Hall of Shandong Hotel in Jinan was packed， where the Second China-Africa Friendship Organization Leaders Meeting was successfully held. The leaders of 26 friendship organizations from 22 African countries， the representatives of associations for friendship with foreign countries from 17 provinces and cities of China， the heads of relevant enterprises and departments directly under the Shandong provincial government， as well as other Chinese and African guests， a total of about 150 people， attended the meeting. With a theme of “Jointly Building a China-Africa Community with a Shared Future in the New Era”， nearly 40 Chinese and African delegates had dialogues and exchanges with a focus on such topics as Sino-African win-win cooperation， mutual learning between civilizations， and friendship inheritance. Chinese and African guests unanimously believed that this meeting further embodied the people-to-people consensus on China-Africa friendship. In the future， they will inherit the spirit of Sino-African friendship and cooperation， continue to carry forward fine traditions， and make positive efforts to build a China-Africa community with a shared future.
