II.Coordinated Advancements of the Drafting Work of All Types of Intraparty Rules and Regulations of the Communist Party of China

Taking the drafting of guidelines and regulations for a main project in building the system of Intraparty Rules and Regulations of the Communist Party of China， the CPC Central Committee has， in view of regulating and strengthening all major aspects of Party leadership and Party building， promulgated 46 guidelines and regulations， accounting for 92 percent of currently effective guidelines and regulations， and accelerating to further improve the “4 beams and 8 columns” for the system of Intraparty Rules and Regulations of the Communist Party of China. Setting store by dovetailing and interaction of various sectors of Intraparty Rules and Regulations of the Communist Party of China， the CPC Central Committee， the Central Commission for Discipline Inspection， working bodies of the Central Committee of the CPC and Party committees of all provinces， autonomous regions， and municipalities directly under the central government have promulgated 114 Party organization provisions， 611 Party leadership provisions， 888 Party building provisions， and 1，011 Party supervision and safeguard provisions， facilitating integrated advancement and coordinated development of the system of Intraparty Rules and Regulations of the Communist Party of China and safeguard in all fields.

On July 1， 2021， General Secretary Xi Jinping announced in his speech commemorating the centenary of the CPC that the Party had developed “a relatively sound system of Intraparty Rules and Regulations of the Communist Party of China”， being an important milestone in the history of Party building， especially that of institutional construction of Intraparty Rules and Regulations of the Communist Party of China. This set of institutions， that are well conceived and fully built， provide institutional support for advancing in depth full and strict rule-based Party self-governance， and provide strong boost to upholding and further improving the system of Socialism with Chinese Characteristics and modernizing Chinas system and capacity for governance.

Unprecedentedly Strong Institutional Safeguard for Party Leadership Giving Full Play to the Core Role of the Party in Providing Overall Leadership and Coordinating the Efforts of All Involved

I.Further Improving Various Institutions to Firmly Uphold the Authority and Centralized， Unified Leadership of the CPC Central Committee

Revising the Regulations of Local Party Committees to give full play to the role of local Party committees in setting direction， holding overall interests， making decisions， and ensuring implementation， formulating and revising the Regulations on the Work of Party Organizations in Party and state organs， state-owned enterprises， academic institutions and universities， and primary-level Party organizations in rural areas， and the Regulations on the Work of the Party branch committees， and setting clear the orientation of vigorously focusing on primary levels. Formulating and revising the Regulations on the Work of leading Party members groups to give full play to the role of leading Party members groups in setting direction， holding overall interests， and ensuring implementation. Formulating Regulations on Party work organs to urge Party work organs to improve their capacity discharge of duty and professional proficiency .

In regard to Party leadership over economic construction， formulating the Regulations on Rural Work to advance rural revitalization. In regard to Party leadership over social construction， formulating the Regulations on Party leadership over National Security Work to advance the system and capacity modernization of national security; formulating the Regulations on Petition Work to advance petition work in better serving the people and the overall interests of the Party and the country. In regard to Party leadership over ecological construction， formulating the Central Provisions of Supervision over Ecological Protection Work and the Provisions of Ecological Assets Off-Office Auditing for Leading Officials to promote the construction of a beautiful China. In regard to Party leadership over the building of national defense and the armed forces， formulating and revising the Regulations on Party Building in the Military and the Regulations on Political Work in the Military to provide strong guarantee for achieving the Partys goal for military development in the new era.

Unprecedented Impetus to Institutional Reform on Party Building Providing Strong Institutional Support for Full and Strict Rule-Based Party Self-Governance
