意义重大 竞争激烈

非盟会议中心是中国政府促进中非务实合作8项举措之一，是中国60年援外史上继坦赞铁路后规模最大、影响力最广的援建项目。非盟会议中心的建设旨在加强中非传统友谊，提升中国在非洲的影响力；为促进非洲大陆和平稳定和复兴发展发挥重要作用，非盟会议中心是非洲人民团结自信的象征，也是非洲一体化建设的里程碑事件。因此，本项目受到了中国政府和世界各国的高度关注。2007年在国内举办的建筑方案竞赛强手云集，参与竞标设计的公司众多。经过多轮竞选，中方与非盟方最终决定采纳我们的方案。

立足非洲 寓意深远

以“友谊”和“团结”为主题，结合对非洲文化的理解和诠释，以及当地人民的审美偏爱和对建筑新形式、新技术材料的浓厚兴趣，设计方案以“中国与非洲携手，共促非洲大陆的腾飞”为理念展开：建筑体量以2500人大会议厅为中心，寓意着非盟的凝聚力与辐射力，犹如水滴般不断地发散并放射自身的影响力。建筑群体成U字形，像是一双手承托起非洲的未来；建筑基座如同展示非洲文化的舞台，层层递进的台阶形状，呈现欢迎的态势，象征非盟以开放、宽容的态度迎接非洲各国的加入；造型简洁挺拔的弧板式主楼，一气呵成的立面线条，展现出非洲崛起的崭新形象。

建筑体量不仅实现了地标式的震撼外观，并且满足了非盟办公和会议等多种使用需要；运用各项节能策略节省了运营开支；充分体现会议设施技术标准的先进性与国际性，整体设计既先进又实用。

全面控制 高度实施

建设实施非盟会议中心这样具有如此重大政治、历史意义的大型项目，面临的最主要问题是：要求高，难度大，时间紧。

作为真正意义上的“交钥匙”工程，本项目在设计深度上比常规工程要求高，严格控制造价的同时又要保证项目质量与水准。然而，埃塞俄比亚当地建筑材料几乎均依赖进口，主要建筑材料需从国内运送，导致建造成本提高。另外，根据援外项目规定，所有材料设备均需要设计方认可。由于项目的高度复杂性，涉及材料类型众多，非盟会议中心项目采用了设计师签认制度，这给予了我们高度的信任与权利，也使我们感到了更重的责任与压力。因此，我们在设计过程中合理选择材料和工艺，并仔细审核控制质量，最终实现了总价控制。

在组织管理上，设计团队对土建、室内、景观、幕墙、声学、灯光等各个专业全过程、全方位把控；对各方面的设计细节，综合比较可行性、时间性、经济性、先进性，提供最佳设计方案，全力以赴确保规定时间内高质高效地完成设计任务；同时派遣多名具有高级工程师职称和执业资格的高学历技术骨干，常驻工地现场，采用前方后方共同协作的审核模式，有效地控制了材料和施工质量。

非盟会议中心于2012年初顺利落成，在国内外引起较大反响，成功体现了中国对外援助建设项目的崭新水平。我们也体会到重大项目的完美实施，从优秀创意、精细推敲到严谨落实、精诚协作缺一不可；一支优秀的设计团队是实现共同建筑理想的坚实基础与完美保证。

Great significance & fierce competition

The construction of the African Union (AU) Conference Center is one of the eight measures that the Chinese government undertook to promote pragmatic cooperation between Africa and China. It is the biggest and most influential construction project aided to Africa since the Tanzania-Zambia railway in the past 60 years of aid provided by China to foreign countries. The construction of the center aims to strengthen the traditional friendship between Africa and China, and to enhance China’s influence in Africa. It plays an important role in promoting peace, stability and development of the African continent. The AU Conference Center is the symbol of solidarity and self-confidence of the African people, and a milestone of unified construction in Africa. Therefore, the project has attracted particular attention from the Chinese government and other countries. The design competition was held in 2007 in China with many well-known design firms participating and received a large number of design entries. After several rounds of selection, China and the AU Party eventually decided to adopt our design proposal.

Based in Africa with far-reaching meaning

The design themes are "friendship" and "unity". Based on understanding and interpretation of the African culture, the aesthetic preference of the local people, and a strong interest in new architectural forms, technology and materials, the design team decide to convey the concept that China and Africa shall work hand in hand to promote the prosperity of the African continent. The building volume is centered around the 2500-seat NPC Meeting Hall like a drop of water radiating out its influence, implying the cohesion and radiation of the AU. The Building complex is formed in U shape, as a pair of hands supporting Africa's future. The layered-up building base is treated as a stage exhibiting African culture, with a welcoming gesture symbolizing the open and tolerant attitude of the AU towards all African countries. The arc-plate-styled mail building has a clean and lofty shape with coherent facade outlines presenting the new image of Africa's rise.

The building volume not only sets it as a landmark with splendid appearance, but also fulfills the various needs of the AU offices and conference. Multiple energy-efficient strategies were adopted to save the operating expense, fully displaying the advanced international technologies for conference facilities. The overall design is both Avant-guard and practical.

Control & Implementation

The AU Conference Center is of great significance both politically and historically. The biggest challenges for such a large project is the combination of high standard, difficult construction and tight schedule.

As a true "turn-key" project, it requires more in-depth design than conventional projects, and strictly controlled budget while ensuring the project quality and standard. In Ethiopia, almost all building materials depend on imports. Main materials need to be shipped from China, which results in higher construction cost. In addition, according to the provisions of foreign aid projects, all materials and equipment are required to be approved by the design team. Due to the complexity of the project and the numerous types of materials, the designer endorsement system is adopted in the AU Conference Center project, which give us a high degree of trust and power with more responsibility and pressure. Therefore, we chose materials and technology carefully in the design process, attentively conducted quality control measures and ultimately successfully controlled the overall expense.

景观设计师/Landscape Architects: 章蓉妍，高敏，高宇，段晓崑等/ZHANG Rongyan, GAO Min, GAO Yu, DUAN Xiaokun, et al whole process over various aspects, including civil engineering, interior design, landscape design, curtain wall system, acoustic and lighting systems etc. Additionally, for each design detail, the design team take consideration of feasibility, timing, economy and technology comprehensively to achieve the best design solution, doing their best to ensure efficient completion of the project with high quality and within its schedule. Meanwhile, several certified senior engineers were sent to reside and work on site. The mode of working and reviewing between the design office and the construction site effectively controlled the quality of materials and construction process.

The AU Conference Center was successfully completed in early 2012. It attracted great attention both in China and abroad, and exhibited the current design and construction level of China's foreign aid projects. It was also becoming clear to us that the perfect implementation of significant projects has to depend on the combination of outstanding creativity, fine design development, rigorous implementation and sincere cooperation between team members. An excellent design team is the base and assurance of the realization of a shared architectural ideal.

龙灏：作为迄今为止中国援外建筑史上最重要的建筑，这一项目的设计本身及其建设过程所要承载的东西之丰富是可以想象的，成果亦赫然在目。“中国建筑师在境外”最多的应该就是援外项目，以中国的资金、技术、材料、设计、建造甚至管理运营……建外国之物。或许有一点可以思考的是，建筑作为文化的载体之一，援外项目的设计是否可以呈现或传播中国文化呢？毕竟，不能指望“非中国”的投资人会要求中国建筑师在境外市场的项目传播中国文化吧。

范路：非盟会议中心援建项目，是一座设计充分、建造精细、简洁大方的现代建筑。该会议中心是近年来中国援外建筑中少有的大型项目，但同时也具有高度的复杂性。面对要求高、难度大、时间紧等问题，设计团队在建筑创意、设计深化、专业合作、组织管理和实施建造各个环节下功夫，高效、高品质地完成了该项目。建成的会议中心得到各方认可，充分体现了21世纪中国在境外进行设计和建造的综合实力。

LONG Hao: So far by now, the African Union Conference Center and Office Complex (AUCC) is definitely the most important building in the history of Chinese foreign aid projects. It is imaginable how much connotation the design must carry. The achievement is right before us. Most of the overseas jobs of Chinese architects belong to the Chinese foreign aid projects with China's fund, technology, materials, design, construction and even operation and management, et al.. However, with architecture as the carrier of culture, can these projects present or transmit Chinese culture? After all, we cannot expect that the non-Chinese investors would ask the Chinese architects to propagate Chinese culture through their projects overseas.

FAN Lu: The African Union Conference Center is a delicate modern building with full design and fine construction. It's a large scale and highly complex project which is rarely seen in China's foreign aid architecture built recently. Under the condition of demanding, difficulty and tight schedule, the design group made great efforts on many aspects of the project－architectural ideas, design development, professional collaboration, organizational management and construction process. Completed in efficiency and high-quality, the conference center is complimented by both Chinese government and African Union. And the comprehensive capacity of building outside of China in 21st century is given full expression in this project.
