Discussing the Teaching of Customs Declaration English in Colleges under the Background of Hainan Free Trade Area

The Central Committee of the Communist Party of China and the State Council issued supporting Hainan’s comprehensive deepening of reform and opening-up,which support Hainan gradually explore and steadily promote the construction of free trade ports with Chinese characteristics.In view of this,application-oriented colleges in Hainan Province should seize this favorable opportunity to offer relevant professional courses,enrich the professional knowledge teaching content,and train suitable professionals for the construction of local Free Trade Area.

With the rapid development of China’s international trade,the demand for customs declaration professionals increasingly grows,which requires a large number of customs declaration talents,such as customs declarers,import and export trade service talents.Customs Declaration English will play an increasingly important role in customs declaration practice.This paper aims at discussing the current situation and shortcomings of Customs Declaration English teaching and makes the following discussions and suggestions on the renewal of teaching content and mode.

I Current situation and insufficiency

Firstly,most colleges emphasize basic English and despise the construction of professional English.Professional English has a smaller proportion of lessons,and some is even self-studied with the help of teachers.Students think that it is enough to learn basic English well and spend much time on getting higher marks in English level examinations.Besides,the lessons allocation of professional English is only enough to complete the teaching task.Hainan is now building a Free Trade Area in an all-round way.Customs Declaration English has its particularity,and is widely used in customs declaration,logistics,freight forwarding workflow and various business documents.This neglect of professional English undoubtedly runs counter to the direction of educational reform in China’s colleges.

Secondly,professional English teachers are relatively weak.At present,most of the teaching tasks of Customs Declaration English are taught by foreign language teachers,who were mainly engaged in public English teaching before.Due to professional constraints,they may not be very familiar with the customs declaration process,customs declaration documents and other issues involved,knowledge explanation is limited to the content of textbooks,lectures are also stretched,it is difficult to grasp the context of the curriculum.

Thirdly,teaching methods are single and limited.Some foreign language teachers still adopt the traditional teaching mode.Customs Declaration English vocabulary is complex and informative,so chalk blackboard alone is very difficult to fully convey professional information.Moreover,the customs declaration process is an organic whole.It is not enough to explain individual words,grammar and sentence patterns.It must be displayed in flexible and diverse forms,such as multimedia courseware display,scene teaching mode,etc.

Finally,there is a lack of professional textbooks.Customs declaration is more practical and operational,with less theoretical content.Most of these textbooks are still compiled in accordance with the traditional English textbooks.They did not fully take into account the continuity of customs declaration and international freight workflow.They divide rigidly into several sections with weak correlation,and even include many contents of practical writing and business correspondence.At the same time,the contents of the textbook is not rich enough,mostly words,examples and articles,lack of real pictures,cases and samples of documents.

II Discussion and Suggestions

1.Define the training goal

Under the background of the construction of Hainan Free Trade Area,colleges must take improving students’ practical ability as an important training goal in the process of cultivating customs declaration talents.Only by taking the cultivation of high-skilled customs declaration talents as the goal,and strengthening the cultivation of students’ transnational team spirit and international conventions and laws in professional quality,can they meet the actual needs of the development of Free Trade Area.

2.Emphasize professional teaching more

Under the background of the construction of Hainan Free Trade Area,colleges should explore the talent training mechanism,make a good plan,improve the customs declaration discipline system constantly,strengthen school-enterprise cooperation,carry out the training plan of applied talents for jobs,and train compound talents with both theoretical knowledge and practical ability.The setting of Customs Declaration English must be aimed at the professional posts and skills required by customs declaration and international freight industry in the construction of Hainan Free Trade Area.Colleges can invite business people outside the school to give lectures on application.Only by mastering it proficiently,can students lay a solid foundation for customs declaration of import and export goods in the future.

3.Strengthen the training of teachers and create an atmosphere

The improvement of Customs Declaration English teachers can be solved from two aspects.First,strengthen the cultivation of teachers,encourage them to obtain certificates such as customs declaration officers,and improve their professional level.Colleges can encourage teachers to work in enterprises,and master the practical operation of customs declaration knowledge.In addition,teachers can also be sent to areas with developed customs declaration industries to participate in business training activities organized by local customs or customs declaration associations and educational institutions.Through these ways,they can increase knowledge and improve the professional level.Second,colleges invite customs declaration experts,scholars and business leaders from customs declaration industry to attend regular lectures and discussions.These company employees have rich professional experience.Their professional English must be the most practical and close to the actual business,so as to improve the teaching quality of customs declaration major.

4.Diverse teaching mode and various teaching methods

The selection of course content should be based on the actual work tasks in the specific work scenario,with “situational teaching method”,“role-playing method”,“task-driven method” and other teaching methods to carry out teaching.When making the teaching plan of Customs Declaration English,teachers should follow the curriculum design idea of “profession follows industry,curriculum follows post”.In addition,Customs Declaration English teachers should use multimedia courseware more,which can play audio,text,graphics,animation,video and other materials with strong intuition.Therefore,students can be more fully demonstrated the content,customs declaration process.

5.Select or compile suitable textbooks

The exist of customs declaration major in Hainan colleges is not very long,and the research time of textbooks is very short.The range of selections of English textbooks for customs declaration in markets is also very limited.When selecting Customs Declaration English textbooks,teachers should not only consider the practicality of English skills learning,but also consider the system of customs declaration expertise,and the future docking and practicality with jobs.Colleges can invite full-time professionals of enterprises outside and English teachers inside to work together to compile English textbooks for customs declaration major.

At last,as a professional English teacher in Hainan colleges,in order to improve the comprehensive employment ability of students majoring in customs declaration and implement the teaching mode of docking with their jobs,we must constantly explore and improve the existing teaching mode,seek common ground between customs declaration and English teaching,improve the quality of professional teachers,promote teaching reform and cultivate talents who are really suitable for customs declaration to make contributions to the development of free trade in Hainan.
