The Contribution and Influence of Liu Kai's "Taking Orthodoxy as His Own Responsibility"

Abstract:As the inheritor of Confucian orthodoxy in the early Song Dynasty,Liu Kai held high the banner of inheriting the Confucian orthodoxy,taking Han Yu as the benchmark to consciously shoulder the responsibility of inheriting the orthodoxy of the sage,and opened up a world for carrying forward the orthodoxy of the sage.On the basis of the genealogy system of Han Yu's Confucian orthodoxy,Liu Kai created the Confucian orthodoxy of Yao,Shun,Yu,Tang,Wen,Wu,Zhou Gong,Confucius,Mencius,Xun,Yang,Wang,Han,Liu (Kai),and constructed the Confucian orthodoxy thought with distinct characteristics,such as respecting XunZi,praising Yang Xiong,learning orthodoxy from teachers,opening the orthodoxy of ancient saints and sages in his time,retro and respecting Confucianism.Influenced by Liu Kai's Confucian orthodoxy thought,Sun Fu and Shi Jie constructed their Confucian orthodoxy thought,which played an important leading and reference role in Zhu Xi's establishment of the orthodoxy teaching system that pushed the origin of orthodoxy forward and promoted the Confucian orthodoxy teaching system,so they were highly praised by Zhu Xi.This shows that Liu Kai's achievements preceded those of other Confucians in the early Song Dynasty,and had an important demonstration and leading effect on the teaching of later orthodoxy,the esteem of Confucian orthodoxy and the construction of Confucian orthodoxy.Therefore Liu Kai should have a place in the history of Chinese orthodoxy.

Research on the Impact of Chinese-style Fiscal Decentralization on Economic Resilience

Abstract:Comprehensively deepening the reform of the fiscal system is an important focus for achieving the goal of high-quality economic development.Based on this,this article takes the fiscal decentralization reform as an entry point,selects the panel data of 30 provinces (municipalities and autonomous regions) from 2011 to 2019,and examines the impact of Chinese-style fiscal decentralization on economic resilience.The results find that:(1) in the benchmark analysis,fiscal decentralization has a significant positive effect on economic resilience.(2) in the analysis of heterogeneity,there is significant heterogeneity in the effect of fiscal decentralization on economic resilience.Specifically,in the regional heterogeneity,the decentralization of fiscal expenditure in coastal areas has a more obvious promotion effect than the decentralization of income,while the decentralization of fiscal expenditure in inland areas has a reverse inhibitory effect;in the heterogeneity of marketization levels,the decentralization of fiscal expenditures is more effective than decentralization of income in regions with a low level of marketization,while the decentralization of fiscal expenditure in regions with a high level of marketization has a reverse-inhibiting effect.(3) In the analysis of intermediary effects,fiscal decentralization affects economic resilience by influencing local government's science and technology investment behavior,environmental protection investment behavior,market segmentation behavior and investment preference behavior.Finally,according to the conclusion,the relevant policy implications are obtained.

Relative Poverty Governance Drives Common Prosperity Development:Major Challenges and Policy Turns

Abstract:Since China eliminated absolute poverty in 2020 successfully,the focus of development-oriented poverty reduction has turned to alleviate relative poverty caused by inadequate and unbalanced development.Good relative poverty governance is both an objective requirement to enhance the effectiveness of poverty governance and a necessary path to achieve the goal of common prosperity.However,the multidimensional and relative characteristics of relative poverty determine the complexity and long-term nature of governance.In summary,the common prosperity driven by relative poverty governance faces four key challenges:the gap between the rich and the poor is difficult to bridge,the identification of relative poverty is difficult,the mobility of inter-generational income is lower,and the long-term mechanism of resilient employment has not taken shape.In response to this,it's proposed that governance thinking have been transformed from extraordinary to convention;governance standards have been transformed from solving basic survival problems to flexibly enhancing multi-dimensional development opportunities;governance target have been transformed from rural low-income groups to urban-rural and mobile low-income groups;governance methods have been transformed from poverty reduction of "minimum guarantee and employment" to constructing a resilient employment mechanism.

The Impact of Population Aging on the Income Gap:Effects and Mechanisms--Different Roles of Economic Growth,Human Capital Accumulation and Technological Innovation

Abstract:The resident income gap is the key to the process of advancing common prosperity.The continuous and deepening population aging will inevitably have a direct impact on the income gap as it changes the ratio between workers and dependents.Theoretical analysis shows that economic growth can play a moderating role in the process of population aging affecting the income gap,and population aging can also indirectly affect the income gap through human capital accumulation and technological innovation.An empirical study based on provincial panel data in China finds that population aging does widen the income gap and explains 26.22% of the income gap,and its effect is "inverted U-shaped",but there is regional heterogeneity in this effect.The further moderating and mediating effect tests prove that population aging exacerbates the income gap by promoting human capital accumulation and technological innovation,but economic growth "hedges" the negative effects of population aging on the income gap and plays a moderating role.

On the Five Problems of Forging the Sense of the Chinese National Community and Its Improvement Paths

Abstract:Currently,in the process of deepening the promotion of Forging the Sense of the Chinese National Community,there are five difficult problems that need to be solved,it mainly includes the thinking method of dualistic opposition,dualistic national identity,narrow national position,logic of national identification,and testing national theoretical standards.In the face of these problems,we should adhere to the Marxist national theory as the guidance,in accordance with the basic conditions of a unified multi-ethnic country,actively explore more ways to improve,need to do five turns.The way of thinking needs to be changed from binary opposition to pluralistic integration,and the position of understanding national affairs needs to be changed from narrow national position to Chinese national position,to understand the work of national identification,we need to change from the logic of "Division" to the logic of "Combination",and the standard of testing national theory and policy should be changed from the Western national theory to our national work practice.

Turkey's Policy in Eastern Mediterranean in the Perspective of the Blue Homeland Strategy

Abstract:Disputes in the Eastern Mediterranean are mainly manifested by Turkey's disputes and confrontations with neighboring countries and European powers.The "Blue Homeland" theory has prompted Turkey to strongly promote its maritime delimitation claims at the political,diplomatic and military levels,which has profoundly influenced its Eastern Mediterranean policy and peripheral diplomacy,and is now the theoretical source of Turkey's maritime geostrategy in the new era.Turkey's policy in the Eastern Mediterranean is not only motivated by the competition for hydrocarbon resources and geopolitical interests,but also reflects its deep-seated dissatisfaction with the history and status quo of the region,reflecting its aspirations to shape its status as a great power and the change in its foreign policy model,and intensifying the contradictions and conflicts with neighboring countries.However,Turkey's policy objectives in the Eastern Mediterranean based on the strategic vision of "Blue Home" are difficult to achieve due to multiple constraints such as international law,regional international relations and pressure from major powers.

The Modification of Partially Unenforceable Terms in Contracts and Its Restriction--From the Perspective of the Development of the Blue Pencil Rule in American Law

Abstract:The partial invalidation of a clause in a contract that exceeds the legal scope is essentially a "modification" of the clause by the court to achieve the effect of "partial invalidation".Such changes can help maintain the validity of the contract and ensure the realization of autonomy,but they can also lead to moral hazards and additional social costs for the parties that drafted the clause.In U.S.law,the "blue pencil rule",which is based on the premise of contract severability,is an important theory of the rule of partial invalidation.Considering the disadvantages of such changes,the U.S.law has limited the right of change in state cases and the Restatement of Law by the "good faith" of the parties and the "reasonableness" of the terms,in order to promote the balance of interests and the realization of public policy.Article 156 of the Civil Code allows the court to modify a partially invalid clause,but the legal basis,application and limitations of such modification should be clarified in the interpretation theory.

A Review of the Penal Configuration of the Crime of Food and Drug Regulatory Malpractice--An Examination Based on the Criminal Law Amendment (VIII) and (XI)

Abstract:Penalty is the logical starting point of criminal law.Examining the criminal judicial practice of food and drug supervision malpractice from the perspective of penalty allocation will help the makers of criminal policy and criminal legislation to observe the crime and reflect on the direction of improvement at a deeper level.The independent criminalization of food and drug supervision malfeasance highlights the governance tenet of "strict governance",but the configuration of penalties for food and drug supervision malfeasance violates the basic principle of "equivalence between crime and punishment",and the limited application of qualification penalty and the absence of fine penalty reveal the "single type of penalty".The limited application of the qualification penalty and the absence of the fine penalty reveal the defect of "single type of penalty",and the high severity of the penalty range reveals the thinking of "heavy punishment" in the criminal legislation,which needs to be adjusted and improved in the future criminal legislation process.

Empathy Dimension and Practice Path of "Telling China's Story Well" in the Context of Marxist View of Journalism

Abstract:In order to achieve the expected communication effect,"telling the China's story well" needs to trigger emotional resonance from multiple dimensions such as textual empathy,trait empathy and situational empathy.Guided by the Marxist view of journalism,the article explores the practical path of "telling China's story well" from the core elements of communication,i.e.,through the three-level progression of "story-culture-emotion".Through the three-level progression of "story-culture-emotion",the article realizes the value shift from story-text empathy to cultural identity to emotional resonance,and solves a series of problems such as who tells,what to tell,how to tell,and to whom to tell,in order to enhance the effectiveness of international communication and shape an authentic and credible national image.

Towards the Third Distribution:The Role and Mechanism of Social Work in Promoting Common Prosperity

Abstract:As an important part of China's distribution system,the third distribution is a moral-driven and social mechanism-led resource allocation activity.The connotation and characteristics of the third distribution determine that it requires the participation of multiple subjects and support in terms of values and techniques in practice,and the values and professional advantages of social work suggest the possibility of mutual fit and construction between the two.The mechanisms for social work to promote the third distribution include regulating the practice path, providing technical guidance,acting as role support,promoting spiritual affluence and realizing development innovation.Social work should be an important constructive force in promoting the third distribution,but while it is fully effective,it should also be aware of the challenges in terms of role,ethics and autonomy.
