This paper firstly analyzes the synergistic effect of agricultural insurance and agricultural credit development through a regulated intermediary model, and then uses the three-stage DEA-Malmquist model to measure the synergistic efficiency of agricultural insurance and agricultural credit under the background of the rural revitalization strategy. The study found that agricultural insurance has a significant effect on agricultural development through the intermediary effect of agricultural credit, fiscal expenditure has a moderating effect on agricultural credit and agricultural development, the synergy between agricultural insurance and agricultural credit development is good, and environmental factors have a synergistic effect on agricultural insurance and agricultural credit The calculation has a significant impact. After excluding external environmental factors, both technological progress and total factor productivity have increased. Among the environmental factors, the disaster area and the irrigated area have a significant negative impact on the improvement of the cooperative operation efficiency of agricultural insurance and agricultural credit, the level of agricultural mechanization has a positive relationship, and the impact of fiscal investment on different input indicators varies. Based on the above conclusions, China should establish a coordinated mechanism for agricultural insurance and agricultural credit according to local conditions, rationally allocate financial inputs, establish a natural disaster risk prevention mechanism, improve the level of mechanization and rationalize farmland water conservancy construction, and promote rural revitalization.

Using the fixed observation point data of national sweet potato industry technology system in 2019, this paper empirically studies the impact of cooperatives, scientific research institutions, agricultural material suppliers and technology extension departments on the economic benefits of sweet potato planting.The conclusions are as follows: (1) scientific research institutions have a significant positive impact on the economic benefits of sweet potato planting, while cooperatives, agricultural material suppliers and technology extension departments have no significant impact on the economic benefits of sweet potato planting, and there are significant regional differences. (2) For the middle and low-income sweet potato growers, joining the cooperatives can effectively improve the economic benefits of sweet potato planting, and for the middle and high-income people, cooperation with scientific research institutions should be strengthened. (3) The impact of various agricultural technical service organizations on the economic benefits of sweet potato planting will be significantly different with different planting scale.

The seed is the 'chip' of agriculture, which is related to national food security. R&D and innovation capacity is the core competitiveness of listed seed companies, which is of great significance for seed companies to accelerate the R&D and innovation of new varieties, expand seed market shares, improve business performance, and achieve sustainable and healthy development of the company. According to the characteristics of listed seed companies and based on Entropy TOPSIS method, this paper constructs the business performance evaluation model of listed seed companies from five dimensions including profitability, operating capacity, debt solvency, growth capacity, and R&D and innovation capacity, and evaluates their business performance.The results show that: the business performance gap of listed seed companies is large, the performance level of Beijing Dabeinong Technology Group Company, Yuan Longping High-Tech Agriculture Company and Zhongnongfa Seed Industry Group Company is relatively good, and the development is relatively stable. The business performance level of Gansu Dunhuang Seed Group Company is relatively poor. Accordingly, it is proposed to increase R&D investment, strengthen seed industry support, create a good development environment, improve the operating performance of seed companies, and promote the healthy and stable development of enterprises.

This paper makes a questionnaire survey on the current situation of the rural collective economy audit mode in Shandong Province, compares and analyzes the current coexisting rural economic operation and management department audit mode, township government independent audit agency audit mode, accounting firm audit mode and the state audit authority in charge of audit mode, describes and analyzes the content, method, and quality of rural collective economic audit in Shandong Province Process, result processing, external legal environment and internal control system of rural collective economic organizations. The results show that the audit mode in charge of rural management department and the audit mode of single audit institution set up by township government are the most widely used audit mode of rural collective economy. The level and relevance of audit basis of rural collective economy in Shandong Province is not high, and the audit procedures are not standardized. On this basis, it constructs the full coverage comprehensive audit mode, and puts forward the corresponding policy recommendations.

In the case studied in this paper, the mutual fund Department of community cooperative organizations searches, combs and utilizes information in a specific direction, so that low-quality information can be organized and functionalized into high-quality information, thus activating and orderly utilizing the "sleeping state" information within the community. If we regard rural social fund mutual aid as a kind of centralization and functionalization of decentralized funds in the sleeping state of the community, then the process of resource functionalization is based on the activation, aggregation and utilization of free information in the community. The indices of individual community potential energy proposed in this paper, taking into account the dimension of internal evaluation and the dimension of available social resources based on interpersonal relationship, are important criteria for the consideration of individual risk degree of borrowers in the community mutual financial system. They represent the trust evaluation and behavioral willingness of individuals in the relevant relationship, that is, the sum of them forms a space for mutual evaluation and reciprocal behavior. The basic function of community mutual fund organizations is to operationalize the transformation of informal social potential energy, enhance its efficiency and adapt to the formal system construction. This strengthening process is accompanied by the reproduction of social potential energy. In fact, this is to build a circular and flat mechanism of mutual supervision and responsibility. Such a decentralized and mutually dominant mechanism is to rebuild society at the micro level by strengthening and producing social potential energy.

In this paper, we use the "action method" to analyze the "river regulation" as a "dynamic platform" of "river regulation". In the case of environmental protection being paid more and more attention by governments at all levels, although environmental governance can be included in the annual planning of municipal government, due to the uneven distribution of government attention and the limited government financial funds, the performance of routine environmental protection governance of grass-roots government is limited, which makes it difficult to completely solve the problem of illegal construction and breeding of river beach for many years. Under the guidance of the central government's "four chaos" environmental protection policy, the municipal government inclines the financial funds to the township government's river treatment, and the township government successfully completes the governance task through the special river regulation, and transforms into the new conventional river regulation according to the trend, effectively maintaining the performance of the river special governance. The results show that: the administrative political incentive of the higher level government, the relief of the financial capacity of the grass-roots government, the distribution of administrative attention of the grass-roots government, and the horizontal competition among the grass-roots governments are the practical logic of the great success of the special river regulation of the township government. The success of the special governance of grass-roots government requires the above conditions to be complete.
